Purpose

Under direction, supervises the maintenance, repair, water production operations, water distribution and customer service. Performs other related duties as required.

Examples of Duties

Plan, organize, and supervise work involving the installation and repair of the water services, main lines and hydrants; supervise meter repair and replacement; supervise customer service activity regarding water quality / service and meter reading activities; coordinates City's cross-connection control program.

Plan, organize the operation, repair, and maintenance of pumping equipment and facilities, including the SCADA system; coordinates the water testing program and prepare required reports; inspects work performed by contractors.

Determine maintenance schedule and work methods. Instruct subordinates in work methods and safety procedures, troubleshoots difficult or unusual problems; inspects completed work. Review and approve time cards and employees time off slips; interview and makes hiring recommendations; evaluates the performance of subordinates; and participates in disciplinary actions.

Participate in the day to day activities of the department as necessary.

Order materials and supplies; obtain bids for equipment; assists in budget preparation; maintains daily and monthly reports of work activities; prepare written reports as necessary.

Coordinate work activities with other work units, departments, and agencies; responds to customer calls and complaints; issues work orders.

Duties & Responsibilities

Employment Standards

Education / Experience :

Five years of increasingly responsible experience, performing similar operation and maintenance work as performed within the unit with two years at a Supervisor level or any combination of training and / or experience that could likely provide the desired knowledge and abilities.

Knowledge of :

Principles of supervision and training; methods, tools, materials, and types of equipment used in water production and distribution; water sampling techniques and procedures; pump operation and repair; basic math; electrical theory and control systems; SCADA system operation; state and local laws and regulations pertaining to water systems; City functions, policies and procedures, hazards and safety precautions of the work.

Ability to :

Plan, organize, and supervise the work of employees; establish and maintain working relationships with employees and the public; analyze work situations and determine a course of action; maintain records and prepare reports; read and follow plans and drawings; perform manual labor.

Special Requirements :

Must possess a Grade IV Water Distribution and a Grade II Water Treatment Certificate issued by the California Department of Public Health. Must have a Cross Connection Program Specialist Certificate and a California Class "B" Driver License within 12 months from the date of appointment. Must be able to participate on the stand-by call rotating schedule, and be able to respond within 45 minutes for emergency situations.

Physical Demands :

Active physical work without prolonged heavy exertion. Physical demands include occasional lifting of objects over 25 pounds, combined with bending, twisting, working above ground or on irregular surfaces.

Working Conditions

Exposure to unpleasant elements such as dust, fumes, and odors, dampness, noise levels, or outside weather conditions on an occasional to frequent basis.

The City of South Pasadena provides an extensive benefits package to support its employees' well-being and financial security, including long-term disability. These benefits include :

• 1% base salary contribution to deferred compensation.

A flexible 4 / 10 work schedule with remote / hybrid work schedule is available for select positions. The City also closes from December 25 to January 1, and employees are paid during this time.

Vacation accrues based on years of service, starting at 88 hours the first year, 96 hours, and increasing by 8 hours annually

City paid life insurance, Accidental Death & Dismemberment insurance, and Long Term Disability coverage.

Retirement benefits are offered through CalPERS, with Classic members receiving a benefit of 2% @ 55 and employees paying a 7% contribution. The City does not participate in Social Security.

CALPERS

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.
