Description
Become a part of our team at Transit Management of Spartanburg as the Assistant General Manager. This position assists the General Manager in supervising daily operations. The Assistant General Manager monitors employee performance, identifies safety issues, and addresses operational needs.
Examples of Duties
- Coordinates terminal and dispatching activities, communication operations, and the assignment of drivers to obtain effective use of facilities, equipment, time, and human resources.
- Establishes, supervises, and reports on safety programs, working environment safety issues, and route-specific operational safety issues as required. Inspects and directs needed changes to procedures and establishes local policies or policy recommendations as required. Initiates investigations into causes of complaints, accidents, and incidents, and takes action to assure proper reporting, documentation, and following actions as may be required or appropriate to the circumstances.
- Responsible for keeping operator training, accident investigation, and complaint records.
- Prepares monthly operational reports and verifies accuracy of reporting and fiscal data as required for management reporting responsibilities.
- Monitors personnel performances and recommends hiring, firing, disciplinary actions consistent with parent company policies and negotiated local bargaining unit contract.
- Provides routine contractual administration for unionized employees and evaluative reports as required to assure effective performance of duties.
- Provides routine and spot inspections of fixed-route, and dispatching operations.
- Provides training for, and assists with the implementation of, computer systems for activities related to dispatching, scheduling, revenue collection, service monitoring, facility safety and security.
- Provides behind the wheel training and re-training as appropriate.
- Must be able to complete time checks, ride-a-longs, and on board supervision.
- Assists in and formulates recommendations related to local and overall system planning requirements, such as fare structures, scheduling of services, route changes, passenger surveys, and similar operational planning matters as may arise in the conduct of business.
- Prepares and issues periodic operator work bids, dispatch schedules, training materials, bulletins, and other administrative and operations related documents to support service requirements, and monitors same for compliance.
- Administer discipline such as oral and written warnings.
- Must be able to interpret and administer union contract activities.
- Handle initial reviews of grievances filed by the union.
- Determines operator and other employee training requirements; establishes procedures to monitor personnel for current documentation, licensing, or certifications related to functions performed.
- Provides recommendations and takes actions required for advertising positions, interviewing, pre-employment testing, employment, training, drug-testing, evaluation of personnel, and other routine human resource administrative matters relating to attendance, pay, uniform clothing purchases and wear, and authorized leave.
- Monitors and evaluates Operations activities. Included in the evaluation of activities are the following: Vehicle on time statistics, missed runs, revenue/cost data, total work hours, total pay hours, customer complaint data, accident data, road call data, and other operations related functions.
- Reviews repair orders. May order fuel for vehicles and order parts when needed.
- Schedules and administers fleet maintenance, assists in troubleshooting problems with equipment.
- Assists in developing and updating procedure manuals.
- Must be able to perform duties assigned to Dispatcher when needed and as appropriate.
- Completes special projects as assigned. Required to perform hands-on work activities.
- Assists the General Manager as necessary and acts on his or her behalf in their absence.
- All other duties as assigned.
Typical Qualifications
A four- year college degree, or its equivalent, is strongly preferred. A person without a completed four- year college degree, but with related management experience in a similar capacity will be considered on his/her merits on a case by case basis.
Substantial supervisory and/or direct management experience is required. Direct operational experience in public transit, with management responsibilities, is preferred. Possession of a current CDL Class B license with passenger endorsement is required.
