Description
The purpose of this job within the organization is to manage the day-to-day operations of the Accounting Division. This division includes the supervision of accounting and reporting functions of the City’s payroll and accounts payable processes. The position is highly visible throughout the organization and communicates directly with all City Department Heads and Division leads in the City. The Controller also develops processes, helps maintain effective internal controls, and prepares various periodic reports including the Annual Comprehensive Financial Report.
This job works independently, under limited supervision, reporting major issues, financial activities, and accomplishments through periodic meetings with department heads and management. This position reports to the Finance and Budget Director.
Examples of Duties
Essential Job Functions:
- Plans, organizes and directs the financial operations of the City under the guidance of the Finance and Budget Director.
- Provides administrative and technical leadership in accounting, budgeting, investment, and Federal/State/Local Grants.
- Develops processes and prepares various reports and spreadsheets including overseeing the preparation of the Annual Comprehensive Financial Report.
- Helps establish and develop accounting policies and procedures and reporting requirements.
- Directs and controls the processing of payroll, accounts payable and the tracking of grant funds.
- Maintains financial records for fixed assets, capital projects, and our equipment replacement fund.
- Reconciles funds and accounts, maintains records of all budget transfers and allocations, accounts for all capital assets and performs other miscellaneous accounting functions.
- Reviews and analyzes schedules, reports, and financial statements as prepared by staff and report status to upper management.
- Determines staffing requirements and interviews, hires and trains new employees or oversees those personnel processes.
- Supervises employees performing financial reporting, accounting, and payroll duties.
- Organizes and directs bond work with bond attorneys, financial advisor, and staff to prepare documents for bond issuance.
- Reviews subordinates’ journal entries and documents prepared for audit for accuracy.
- Performs routine data entry and other office support activities, including creating, sorting, photocopying, distributing and filing documents.
- Manages and monitors bank accounts and investments.
- Prepares presentations as needed for City Management.
- Performs all other duties as may be assigned to meet organizational needs.
- Helps manage and oversee the accounting requirements for the City’s retirement and other postemployment benefit plans.
- Help oversee the City’s current financial accounting system and any future change to a new enterprise resource planning/accounting system.

Typical Qualifications
- Bachelor's degree in Accounting, Finance, Public Administration, or a related field (Master’s degree preferred).
- CPA (Certified Public Accountant) or CGFO (Certified Government Finance Officer) preferred.
- Minimum of 5-10 years of experience in governmental accounting, financial management, or public sector finance.
- Five to ten years of managerial experience.
- Experience with fund accounting and government budgeting practices.
