Job Summary

The incumbent is responsible to perform a variety of complex supervisory, professional, administrative and technical accounting and finance functions in maintaining the accounting records and systems of the City. Directs the City's daily financial operations, financial management, and accounting practices as well as its relationship with lending institutions and the financial community by performing the following duties personally or through subordinates.

Bachelor’s degree (B.A. or B.S.) in accounting, finance, or a related field from a four-year accredited college or university; eight (8) years of related experience and/or training, with four (4) years in governmental accounting and finance at an administrative level, or public accounting experience with governmental clients; two (2) years of investment experience; and two (2) years supervisory experience. Equivalent combinations of education and experience will be considered.

Job Description


1. Provide good customer service to both internal and external customers; maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.


2. Oversees and directs ALL cash receipts, budget, accounting, accounts payables, accounts receivables, payroll, audit, tax management, and purchasing activities for the City.


3. Directs the maintenance of proper financial accounting records to ensure that department/division activities are operated in compliance with all applicable guidelines, policies, procedures, laws and regulations.


4. Prepares the City's annual financial report in accordance with generally accepted accounting principles (GAAP) and Government Accounting Standards Board (GASB) principles, to be audited by the City's external auditors.


5. Assists the Finance Director by preparing annual and multi-year revenue estimates for use in budget preparation; develops payroll and other budget summaries. Assists the Finance Director in preparing the City's annual proposed budget document to be presented to the City Council.


6. Implements new generally accepted accounting principles (GAAP) and Government Accounting Standards Board (GASB) standards and coordinates any associated adjusting entries and disclosures required, in consultation with the Finance Director.

7. Assists the Finance Director with developing and implementing policies and procedures for accounting and finance operations to ensure all accounting transactions and record-keeping functions comply with applicable federal and state laws, City ordinances and accounting principles.


8. Assists the Finance Director in establishing and maintaining internal control policies and procedures to assure that state and federal generally accepted and government accounting standards are followed.


9. Confers with the Mayor, Mayor's Chief of Staff, City Council, City commissions and committees, and Department heads regarding fiscal operations and budget administration as needed by the Finance Director.


10. Develops and implements cash and investment policies and procedures; determines cash needs and amounts available for investment of operating and capital projects funds; manages City's investment portfolio for operating and capital projects funds.


11. Prepares and interprets financial reports, cost analysis and statistical data for the Mayor's Chief of Staff and department heads. Develops financial studies, forecasts, and estimates, and monitors the financial condition of the City to assure the fiscal wellbeing of the City.


12. Coordinates and oversees external audits; prepares schedules and provides other information requested by the auditors; reviews audit schedules prepared by other accounting staff.


13. Provides assistance to the Finance Director with compilation and presentation of accounting and financial data to the Mayor, City Council and department directors.


14. Maintains the City's financial records; receipts and disbursement journals, general journals, general ledgers, and other financial records as required. Oversees the posting and reconciliation of the City's ledgers and accounts; corrects errors in financial records.


15. Prepares annual reports for the City's Policemen's Pension and Relief Fund and the Firemen's Relief and Pension Fund required to be submitted to the Arkansas Pension Review Board.


16. Answers questions and provides information to City employees regarding accounting policies, procedures and reports, and the establishment of internal asset controls and accounting procedures. Provides assistance to City employees to resolve unusual situations regarding payroll, accounts payable and accounts receivable processing and reconciliation to general ledger accounts.


17. Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.


18. Sets up new funds, accounts, and projects for departments in the computerized financial accounting systems as needed.


19. Perform other duties as required or assigned.


SUPERVISION RESPONSIBILITIES

Directly supervises 3 - 5 non-supervisory positions within the department. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.


EDUCATION AND EXPERIENCE

Bachelor’s degree (B.A. or B.S.) in accounting, finance, or a related field from a four year accredited college or university; eight (8) years of related experience and/or training, with four (4) years in governmental accounting and finance at an administrative level, or public accounting experience with governmental clients; two (2) years of investment experience; and two (2) years supervisory experience. Equivalent combinations of education and experience will be considered.


CERTIFICATES, LICENSES, REGISTRATIONS

Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO) or Certified Government Financial Manager (CGFM) required.


PUBLIC CONTACT

Regular contacts with bankers, financial advisors, outside auditors, finance directors of other Arkansas cities.


EMPLOYEE CONTACT

Regular contacts within the department and with other departments, City Council, other City commissions and committees as needed.


USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS

The incumbent must be proficient in the use of a personal computer and create, maintain and update computer programs (spreadsheet, word processing, and database) relative to the work required. The incumbent must have a thorough knowledge of financial software applications and have the ability to learn to navigate the City of Springdale’s financial and accounting software applications in a timely manner. Must be proficient in the use of Microsoft Office Suite and standard office equipment.


OTHER SKILLS AND ABILITIES

The incumbent should possess a thorough knowledge of financial accounting principles, practices, methods, theories, and techniques; knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) principles, including unique characteristics of governmental fund accounting. Experience with governmental fund accounting software is preferred but not required. The incumbent must have good verbal and written communication skills as well as good organization skills. Problem solving and analytical ability are required to perform duties of this position. The incumbent must have the ability to work effectively with elected officials, department heads, City Council, representatives of other agencies, other city employees and the general public. The incumbent should possess the ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects.

The incumbent must be available to work outside normal working hours to include nights, weekends and holidays as required.
