Position Purpose/Summary

Plans, directs, and coordinates facility operations in accordance with the standards and procedures established by Thomas J. O'Connor Animal Control and Adoption Center. Coordinates activities with field officers and the adoption center; performs community outreach functions and programs. Oversees local animal ordinances as they pertain to animals, public health and safety. Serves as the facility spokesperson in the community. Work is performed under the supervision of the Director of Health and Human Services.

Essential Functions

  • Oversees the overall management and supervision of all facility activities, including programs, budget and personnel.
  • Prepares the operating budgets and is accountable for all expenditures.
  • Works cooperatively with Supervisory board, city and town representatives, area animal welfare partners and Thomas J. O'Connor staff and volunteers.
  • Solicits new business opportunities for the Thomas J. O'Connor facility to increase annual income potential.
  • Ensures that proper care and attention is provided to all animals in the facility's custody in accordance with the facility's policies, procedures and any applicable laws.
  • Serves as a role model for all Thomas J. O'Connor staff and volunteers, ensuring that a positive approach is maintained with the public at all times.
  • Devises and implements systems, methods, and procedures in accordance with solid business practices and those practices employed by comparable humane societies and animal control facilities.
  • Manages and supervises all employees in the department. Observes performance; provides training and counseling for the department's staff as necessary.
  • Interprets legal statutes, codes, and ordinances; works in partnership with the Supervisory Board to create or modify ordinances related to animal control functions.
  • Handles problem situations internally (the facility) and externally (general public) relating to Thomas J. O'Connor's policies and procedures.
  • Analyzes all relevant data and information related to the facility's activities, and prepares required proposals, reports and recommendations.
  • Develops and implements programs which meet the principles and objectives of the facility.
  • Serves on committees and works on special projects as assigned by the Board of Supervisors.

Knowledge, Skills, and Abilities

  • Ability to manage a budget.
  • Ability to humanely and effectively handle dangerous and/or contagious animals.
  • Ability to interpret legal statutes, codes, and ordinances.
  • Ability to develop community service and fundraising programs and events.
  • Ability to identify animal illnesses and work cooperatively with attending Veterinarian and to determine the level of emergency when Vet is absent.
  • Ability to plan, direct and coordinate the work of professional and clerical subordinates engaged in related but diversified activities.
  • Ability to establish and maintain effective working relationships with other department heads, responsible department officials and subordinate employees.
  • Ability to express oneself clearly and concisely, orally and in writing.

Education and Experience

  • Bachelor's degree in a related field.
  • Minimum of three years of animal welfare work and four years of supervising in an animal welfare field.

Full time employees are immediately eligible to begin accruing 1 1/4 days per month which can be taken after 6 months of service. Supplemental Long Term and Short disability coverage is available to employees at the employee cost.

Use up to 3 of your accrued sick days as Personal days. Personal days cannot be rolled over into the next calendar year.
