Position Purpose/Summary
Responsible for providing outreach to residents and coordinating solid waste policy and enforcement. Helps gather data on rubbish, recycling, bulk and yard waste, enforces existing City ordinances and provides prompt and courteous information to residents. Performs accurate data entry, monitoring of neighborhood waste trends, initiating appropriate responses (both verbal and written) and timely follow-up to residents. Provides residents with information on acceptable rubbish, recyclable, bulk and yard waste items. Work is performed with professional independence and decision making in accordance with policies and directives from the Solid Waste Manager. No supervision is exercised over other employees.
Essential Functions
- Monitors rubbish/recycling route daily.
- Conducts preliminary inspection and investigation of complaints as they pertain to missed collections, mixed recyclables and items not put out in a timely fashion.
- Compiles and analyzes financial, statistical, and other data relating to City-sponsored and other waste collection, reduction and recycling programs.
- Develops, promotes, initiates, and coordinates recycling, resource recovery and waste reduction projects and strategies within neighborhoods in Springfield.
- Prepares written reports containing findings, conclusions, and recommendations pertaining to the management and expansion of current and future recycling and solid waste management.
- Reviews technical documents for recommendation and enforcement.
- Provides information and education materials for the community concerning the benefits and possibilities of recycling, resource recovery, and waste reduction.
- Assists with special projects including but not limited to, household hazardous waste and recycling events.
- Attends special meetings and educational workshops as related to solid waste and recycling issues.
- Identifies additional recycling and solid waste needs. Recommends programs to increase source reduction and recycling.
- Assists with the identification of illegal dumping and assists proper department with resolution.
- Gathers data on other municipal programs including: type of households served, type of collection system, and service provider.
- Additional related tasks of equivalent skills and responsibilities may be performed.
- May perform semiskilled manual labor including but not limited to yard waste collection when deemed necessary for operational reasons or on a training basis
Knowledge, Skills, and Abilities
- Comprehensive knowledge of principles and practices of modern municipal solid waste operation.
- Ability to communicate effectively through oral presentations and written correspondences with citizens and business owners regarding solid waste issues.
- Familiarity with Microsoft applications: Excel, Word, Outlook, etc.
- Self-starter, innovative, creative thinker.
- Ability to work effectively with the public and other employees.
- Bi-lingual (English-Spanish) preferred.
Education and Experience
- High school diploma or equivalent.
- One to three years experience with municipal solid waste operations.
