Position Purpose / Summary
Responsible for planning, administering, coordinating, and supervising all phases and activities associated with the $20 million EPA Community Change Grant. Work is performed with considerable independence in accordance with policies and procedures established by the federal regulations and state and municipal laws with latitude for the exercise of professional judgment within the framework of the policies and directives of the Deputy Development Officer. Supervision is exercised over all grant related personnel.
Essential Functions
- Manages the planning, administering, directing, coordinating, and supervising of all phases and activities of the EPA Community Change Grant.
- Assures adherence to proper procedures and maintains close liaison with elected officials, federal, state and local agencies and community- based organizations.
- Schedules, coordinates, and assures all expenditure of funding is compliant with local, state and federal rules, regulations, and deadlines as they relate to the grant.
- Develops program and project guidelines, policies and procedures and checklists in accordance with EPA regulations.
- Ensures completion of all required environmental reviews and compliance with the National Environmental Policy Act (NEPA).
- Responsible for all accomplishment tracking and reporting to federal funding agencies quarterly, semi-annually, annually, and / or as required.
- Assists in the development and administration of all Work Plan documents and / or amendments or changes and oversees administration of the final Collaborative Agreement with the EPA.
- Oversees development, execution and administration of all Subrecipient agreements.
- Provides regular technical assistance to subrecipients and ensures adequate monitoring and compliance of subrecipients.
- Administers the Community Change Grant Collaborative Governance Plan, including being a co-convener of the Working Group and Advisory Board.
- Maintains effective working relationships with the City's statutory partner and all community-based partner organizations and oversees all aspects of the community engagement strategies associated with each grant funded activity.
- Develops solicitations in accordance with state and federal procurement requirements and manages all necessary contractor and vendor contracts.
- Reviews, monitors, and directs management of construction activity and / or other City Departments serving as project managers. Including intensive coordination with the Department of Public Works (DPW), Division of Capital Asset Construction (DCAC), Division of Parks, Buildings and Recreation Management (DPBRM), Department of Technical Assistance and Compliance (DTAC) and Forestry Department.
- Acts as a resource to internal departments regarding questions and guidance related to the EPA Community Change Grant Program.
- Confers frequently with department heads, municipal officials, government and community representatives, and the general public on matters concerning the EPA Community Change Grant Program.
- Develops all public application, contract and form documents, in additional to program requirements for programs that will have public applicants and beneficiaries.
- Exercises supervision of all staff associated with the EPA Community Change Grant Program.
- Responsible for training department staff on all policies and procedures related to the EPA Community Change Grant Program.
- Maintains and updates public website and social media pages to ensure public awareness of all program accomplishments and progress.

Do you have a Bachelor's degree with major course work in public administration, business administration, or a related field?
Do you have a Master's or JD? (preferred)
Do you have a minimum of five years of administrative and professional experience in federally funded program / project management in the areas of community resilience, sustainability, environmental justice, community development and / or housing?
Do you have experience with federal requirements such as NEPA, BABA, Davis Bacon, and the Uniform Administrative Requirements? (preferred)
