The Line Person is responsible for performing underground and overhead electrical work involved in the construction and maintenance of signal and lighting systems. This position performs repair work on poles, in other high places, and underground, following oral and written orders. Position repairs line outages, handles emergency problems, and assists in maintaining the City’s specialized electrical systems and appurtenances. Work is performed under the supervision of the Traffic Control Supervisor or a traffic technician who inspects work in progress and upon completion.

Position repairs line outages, handles emergency problems, and assists in maintaining the City’s specialized electrical systems and appurtenances. Work is performed under the supervision of the Traffic Control Supervisor or a traffic technician who inspects work in progress and upon completion.
- Repairs outages in overhead and underground electric line equipment; connects fuses and transformers; installs wires and parts; installs and adjusts pull boxes to grade.
- Performs work on overhead traffic signals and signs; replaces signal heads and bulbs; paints poles and mast arms. Works on overhead or underground signal or electric cables. Overhead work is generally performed from a bucket truck.
- Maintains and replaces components of the traffic control system and street lights, including poles, arms; pedestrian heads, push buttons, and pull boxes.
- Assists in field work for the installation of traffic signals and components; digs holes and sets poles with hand or power equipment; places concrete for pole bases. Runs messenger and electric cable. Identifies and marks locations of important circuits and cutout fuses.
- Fabricates reflective traffic control sign faces and signs to specifications; prepares accurate layouts of sign legends; prepares the necessary set-up; silkscreens signs using both transparent and opaque paint applied to reflective sheeting or other prepared surfaces; applies sheeting or prepared sign faces to metal blanks using applicator.
- Operates computerized sign making equipment using software programs for the design, layout, and cut-out of various signs or sheeting.
- Performs freehand lettering on a small quantity of traffic signs, vehicles, wood signs, and cloth banners, and lettering on doors, windows, or hand-cut reflective sheeting on metal; reconditions traffic signs; advises on the appropriate paint, thinners, fabrics, and other paint shop supplies to use when resurrecting signs and other items; tests new products.
- Maintains an adequate inventory of traffic and street signs and other materials; initiates orders for supplies; unloads and sorts silkscreens and sign materials into appropriate bins; assists Traffic Marking Painters Traffic Marking Leadperson, or independently with seasonal labor as assigned with painting of various roadway paint, sign installation, and equipment maintenance. Assists in unloading various material shipments for the sign shop
- Any other related duties as assgined
Possession of a valid Ohio Class “A” Commercial Driver License (CDL) with tanker and air brake endorsements. 180 calendar days given from date of hire to obtain the CDL (City assistance available, if needed).
- Knowledge of the practices, methods, equipment, and tools used in the erection, maintenance, and repair of underground and overhead electric lines.
- Knowledge of the tools, materials, equipment, and techniques required to make silkscreen patterns and to fabricate signs.
- Skilled in the proper use of lineman’s tools; thorough knowledge of occupational hazards connected with the work.
- Ability to operate a personal computer, tablet, and other technology for sign making and record keeping, emailing, and utility locates.
- Knowledge of proper use and location of all emergency equipment, personal protective equipment used in the facility, and safety procedures.
- Ability to perform hard physical labor under all kinds of weather conditions.
- Knowledge of the provisions of the Manual of Uniform Traffic Control Devices. Ability to establish and maintain effective working relationships with supervisor, coworkers, other city departments and divisions, and the general public of the City of Springfield.
- Ability to fabricate and make a variety of signs from sketches or the Manual of Uniform Traffic Control Devices.
- Ability to read, comprehend, and follow oral and written instructions or diagrams including MSDS sheets for Hazardous Materials with an understanding of EPA regulations regarding storage of hazardous materials and disposal of hazardous waste paint sludge.
- Ability to safely climb ladders or operate from an aerial bucket and to perform tasks safely and with precision in and around telephone and electric wires at varying heights.
- Ability to apply pavement markings and traffic signs according to the Manual of Uniform Traffic Control Devices.
- Willingness to maintain and upgrade skills for current and future equipment through self- study, attendance at training sessions, and industry certification.
- May be required to assist during regular working hours and be available for call-out during inclement weather conditions including snow and ice removal.
