WORK HOURS: 8:00 am to 5:00 pm (Monday - Friday)
Under direction, the purpose of the position is to review all Fire Incident Reports and Emergency Medical Services Patient Care Reports (PCR). Employees in this classification perform at entry professional level to function as the department's Health Insurance Portability Accountability Act (HIPAA) representative. This position is overseen by the Deputy Chief of Professional Standards who provides policy direction and regular performance evaluations.
Duties and Responsibilities

- Collaborates with the Assistant Chiefs to develop and implement quality assurance processes for departmental functions as needed; coordinates and manages assigned office operations to support departmental goals and objectives; coordinates activities with other departments and agencies as needed.
- Evaluates personnel performance and maintains quality assurance procedures recommending policies and procedures to improve efficiency and effectiveness of office operations; assists with specialized projects and provides administrative support to the department.
- Performs a variety of complex and specialized administrative functions, e.g., analyzing data, reports processing, documentation verification; gathers, interprets, and prepares data for studies, reports and recommendations.
- Review of all Fire and EMS reports.
- Recommends skill re-mediation based on statistical information gathered from EMS PCR reviews.
- Meets with various chief officers and the Medical Director to review and evaluate EMS PCRs generated by personnel.
- Prepares statistical reports.
- Assists in gathering submittals for various reporting requirements for both Fire and EMS reports.
- Attends meetings for the dissemination of information as required.
- Provides responsible assistance to ensure HIPAA standards are designed, developed, implemented and reviewed within the department.
- Performs a variety of critical record keeping duties; manages and maintains department record keeping and filing systems relevant materials appropriate to assigned unit.
- In addition to regularly scheduled hours, this position may be offered unscheduled overtime.
- This position is subject to mandatory overtime, call back, and during times of emergency or need be subject to recall.
- Performs all other duties as assigned.
Minimum Education and Experience Requirements
Education: Associates 's Degree from an accredited college/university in public safety, Fire Science, Emergency Medical Services, or related field preferred.
Experience: Two (2) years responsible experience in quality assurance review preferably in Fire Operations and Emergency Medical Services; or an equivalent combination of education, certification, training and/or experience.
Must possess a valid State of Florida Paramedic certification.
Must possess and maintain a current/valid State of Florida Driver’s License, which meets requirements outlined in the City’s Employee Handbook, as well as any requirements by the City’s insurance carrier and determined by the City of St. Cloud to be an acceptable driving record history.
NIMS ICS 100, 200, 300, 400, 700, and 800 preferred.
Knowledge/Skills/Abilities
- Thorough knowledge of Fire and EMS quality assurance with ability to learn protocols and HIPAA regulations.
- Thorough knowledge of modern records management techniques; skill in planning, organizing, and coordinating quality assurance review activities.
- Ability to read and interpret various reports and documents, e.g., Fire Incident Reports, Emergency Medical Services Patient Care Reports (PCR).
- Ability to understand, follow and supervise written and oral instructions.
- Ability to communicate effectively verbally and in writing.
- Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials and the general public; skill in the principles and techniques of customer service skills.
- Skill in preparing complex correspondence, summaries and reports in a clear and concise manner; skill in business English, e.g., correspondence formats, spelling, punctuation and grammar.
- Skill in performing routine mathematical computations and tabulations accurately and efficiently.
- Ability to access, operate and maintain various software applications.
- Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
- Skill in reading, updating and maintaining various records and files; skill in complex administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.
