The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
SAFETY & TRAINING RELATED DUTIES (50%)
- Conducts safety audits and inspections of City facilities, work processes, and job sites to ensure compliance with regulations and City policies; identifies hazards, recommends corrective actions, and may halt work if immediate risks to safety are present.
- Develops and oversees the City’s Safety Program, including the Safety Plan, Safety Committee, and Employee Safety Incentive Programs.
- Collaborates with Emergency Management, Fire Marshal, and Floor Captains to coordinate employee emergency preparedness programs.
- Plans, conducts, and tracks citywide safety training; analyzes training needs and recommends solutions for workplace hazards.
- Investigates workplace accidents, incidents, and workers' compensation claims; identifies trends and implements corrective measures to prevent recurrence.
- Stays current on occupational health and safety standards and technology to ensure compliance with OSHA, Workers' Compensation, and other safety regulations; prepares and submits required reports for local, state, and federal agencies.
- Serves as the primary Safety Officer during emergency operations, which may require after-hours/weekend duties.
CLAIMS MANAGEMENT (35%)
- Manages a pro-active and cost-effective risk management program to protect assets and minimize losses from employee injuries, accidents, and liability exposures.
- Oversees incident/accident reporting, ensuring timely and accurate documentation; coordinates with departments, insurers, and vendors as needed. Tracks data and maintains related files.
- Serves as a liaison with insurance providers/brokers, claims adjusters, legal counsel, and regulatory agencies; identifies opportunities for recovery and subrogation.
- Administers insurance claims (e.g., property, casualty, auto liability) and assists with workers' compensation cases.
- Evaluates and maintains cost-effective insurance coverage for City programs and contracts; processes related invoices and premiums.
- Maintains environmental certifications, including pollution and State Emergency Response Commission (SERC) requirements.
- Performs related work as assigned.
- Reviews, uploads, and maintains Certificates of Insurance for City vendors, ensuring compliance and waiving coverage provisions when necessary.
Requires a Bachelor’s Degree in Risk Management, Occupational Health and Safety, Human Resources or related field supplemented by a minimum of two (2) years progressively responsible experience in Safety or Risk Management, Benefit Administration, Insurance; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Certification in Safety and/or Risk Management, such as a Certified Safety Professional (CSP), preferred.
Must possess and maintain a valid Florida state driver's license with an acceptable driving history.

Mathematics:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute, ratio, and percent and to draw and interpret bar graphs. Knowledge of reserve analysis, cost allocation, forecasting, claims monitoring, and risk financing.
Language Ability:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Ability to read, write, and speak fluently in English is required. Ability to work with insurance representatives, attorneys, physicians, hospital administration and claimants in satisfactorily resolving claims.
Reasoning:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
