JOURNEYMAN LINEMAN

POSITION DESCRIPTION AND CLASSIFICATION

Department: Municipal Utilities: Electrical FSLA Classification: Full-Time, Non-Exempt

PRINCIPAL PURPOSE OF POSITION

This position is responsible for Journeyman Lineman work in the construction, maintenance and operation of underground and overhead electrical distribution system. The work involves the performance of skilled tasks in accordance with standard trade practices in construction, operation, and maintenance of the municipally owned electric distribution system. This position assists in training and oversight of apprentice lineman. This position also includes maintenance of gas, water and wastewater utilities as needed.

LEVEL OF AUTHORITY/SUPERVISORY RESPONSIBILITIES

Expected to perform all routine assignments independently following established policies, procedures and practices and following assigned work schedule. Work is supervised daily by the Electrical Superintendent who provides oversight, training and standing instructions for the employee. There are no regular supervisory responsibilities exercised by this position. Occasionally, the Journeyman Lineman may be assigned to a two-man crew which he/she supervises.

ESSENTIAL JOB FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:

Constructs, maintains, operates, and repairs electrical overhead and underground distribution system and substations, performing duties which include stringing wires, setting poles and anchors, hanging transformers, lighting arrestors, cutouts, crossarms and insulators, installing underground duct systems, vaults, cables, pad mounted transformers, switches, switchgear and associated system components. Locates trouble in primary and secondary systems, replaces fuses in transformers and clears faulted circuits and systems. Frequently works with energized high voltage systems requiring skill and care to protect the lives of themselves and others. Required to perform overtime work when called during off-duty hours if problems occur in the distribution system or to connect customers. Frequently works in inclement weather.

Test and repairs electric meters. Maintains line vehicles and equipment. Cleans shop area. Takes inventories of supplies and equipment.

Includes extensive water and electric meter reading duties as assigned. Connects and disconnects customer services. Talks to customers about electric service problems, tree trimming and other customer-related issues. Completes miscellaneous electrical tasks in City buildings and work on City equipment. May be required to assist in rescue of lineman in contact with energized lines and to apply first aid treatment until medical assistance arrives. Attends training sessions online safety, line construction, vehicle operation, meter testing and related topics. Other non-electrical work may be assigned by the Electrical Manager. Performs other related duties as assigned.

ADDITIONAL JOB FUNCTIONS

Completes miscellaneous electrical tasks in City buildings and work on City equipment. May be required to assist in rescue of lineman in contact with energized lines and to apply first aid treatment until medical assistance arrives. Attends training sessions online safety, line construction, vehicle operation, meter testing and related topics. Includes extensive water and electric meter reading duties as assigned. Connects and disconnects water and wastewater taps. Other non-electrical work may be assigned by the Electrical Manager. Performs other related duties as assigned.

Performs work in accordance with sound safety practices.

Responds to public inquiries in a courteous manner; provides information within scope of authority and knowledge and refers to other city employees as appropriate.

MINIMUM QUALIFICATIONS

Education, Training and Experience:

(A) Completed Apprentice Lineman I, II, III and IV programs and holding Journeyman Lineman certification.

(B) High school diploma or its equivalent. Additional education is desirable.

(C) Have or obtain Class B w/Air Brakes Commercial Driver’s License (CDL).

Knowledge of:

(A) Approved methods, materials and tools used in line construction and maintenance work.

(B) Knowledge of electricity as it relates to electric distribution and use.

Ability to:

(A) Proficient in climbing poles, operating trucks and machinery.

(B) Able to learn and apply trade knowledge, drive, and operate line equipment, and act quickly in emergencies.

(C) Pass Pre-Employment Drug Test and random tests throughout the year.

(D) Ability to follow safe and efficient work practices.

(E) The ability to follow and execute verbal or written instructions; the ability to work constructively for long hours without immediate supervision; be able to work as part of a team and relate well with co-workers; and the ability to read and write.

(F) Must have good mental concentration to work with high voltage equipment.

(G) Ability to assist in training programs and provide oversight for Apprentice Lineman.

TOOLS AND EQUIPMENT USED

Must use a variety of hand and power-operated tools and equipment and operate heavy equipment, commercial utility vehicles.

WORK ENVIRONMENT

The Journeyman Lineman works regular hours year-round with some overtime and/or night work. The person in this position will be part of a scheduled on-call system. 90 to 95 percent of the work for this position is outdoors in all kinds of weather conditions; 5 to 10 percent is indoors. The Journeyman Lineman is responsible for safety and legal issues for which this position is responsible.

There is exposure to chemical and/or hazardous materials and situations on a regular basis. The stress level associated with this position is moderate to high, varying with workload considerations and deadlines.

The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electric shock, and vibration.

The noise level in the work environment is usually moderate.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 125 pounds.

Job Type: Full-time

Pay: $36.00 - $40.00 per hour

Expected hours: No less than 40 per week
