Job Summary/Scope:
Provide assistance to director in planning, organizing, directing and coordinating the activities of the department. Manages certain department facilities and programs. Assists the director with preparation, administration and monitoring of the department budget. Direct and indirect supervisory responsibilities.
Supervisory Responsibility:
Integral to the position of Assistant Director Parks, Recreation is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.
Essential Duties and Responsibilities:
- Coordinates departmental programs with specific facilities.
- Assists the director with the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area.
- Supervises daily events, activities, and work priorities of staff.
- Administers contracts with users, concessionaires, and facilities.
- Assists in writing Ordinance and Resolutions for department.
- Coordinates and responds to resident requests pertaining to departmental issues.
- Oversees administration of insurance matters and departmental safety and loss control compliance needs. Coordinates efforts of Risk Management.
- Coordinates competitive sports tournaments on regional, national, and international levels.
- Handles public relations issues regarding Parks & Recreation.
- Coordinates public relations functions through newspaper, television and radio and develops pamphlets, flyers, and other information bulletins in coordination with the Communications Manager.
- Other Duties and Responsibilities
- Assists in preparation of formal bids.
- Oversees disciplinary action for department.
- Fulfills director’s duties and responsibilities in absence of Director.
- Performs all other related duties as assigned.

Required (Essential) Knowledge, Skills and Abilities:
- Skills in effective oral and written communications and public relations.
- Knowledge of municipal budgeting procedures as well as general account and purchasing.
- Skills in employment and personnel management matters
- Ability to supervise and direct the work activities of others.
- Ability to work well with individuals, as well as groups, both internal (within the department) and external (volunteer groups, etc.)
- Knowledge of recreation activities, modern principles and practices of recreation program planning and execution, as well as facility maintenance.
- Three to five years of experience in recreational program administration or business administration is required.
- Valid driver's license required.
Material and Equipment Directly Used:
Use of computer and all related software application programs. Use of a variety of related office equipment such as copy machine, fax, typewriter, calculator and telephone system. There may be times when use of personal vehicle may be required. Operates light vehicles and variety of office and recreational equipment.
Working Environment/Physical Requirements:
Work is performed in an office setting with a controlled environment. Will be required to work outdoors at various events/programs on a seasonal basis, where conditions can vary from extreme heat and cold with dust, dirt, snow, ice and noise, while standing, bending, lifting and other physical activities. Seldom need to lift more than 10 to 20 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.
Education:
Bachelor's Degree in recreation, leisure management, public or business administration or related field preferred. Direct experience in management in a parks and recreation department of a suitably sized city may be considered.
Passing of a drug screening required prior to appointment.
