Essential Duties and Responsibilities
- Oversees and supervises all facets of the Parks, Recreation and Civic Facilities Department, including maintenance activities related to park property and equipment, recreation/leisure programs and activities and renovation/construction projects.
- Manages the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
- Supervises daily events, activities, and work priorities of staff.
- Organizes, develops, and coordinates with advisory committees and user groups for all departmental activities, as necessary
- Prepares and administers departmental budget.
- Evaluates ideas and issues and makes decisions not covered by normal policies. Resolves complaints and initiates new policies and procedures.
- Attends and conducts regular staff meetings.
- Organizes and administers development projects, including new parks, trails, exhibits or other quality of life activities.
- Serves as liaison to City Manager, Mayor, City Council, and administrative boards concerning activities and projects associated with the Parks, Recreation and Civic Facilities Department.
- Coordinates public relations functions through newspaper, television and radio and develops pamphlets, flyers, and other information bulletins in coordination with the Communications Manager.
- Monitors Social Media posts and activities administered by the Parks, Recreation, and Civic Facilities Department.
- Develops and helps coordinate special events throughout the year such as Holiday Park and National Parks and Recreation Month activities, and supports a variety of community events, as needed.
- Participates in community service activities. Serves as liaison with individuals and civic groups and coordinates their activities with departments.
- Encourages economic development of the City based on tourism.
- Coordinates competitive sports tournaments on regional, national, and international levels.
- Monitors possible federal and state grant opportunities
- Provides executive-level staff assistance to the City Manager; participates on a variety of boards, commissions, and committees; prepares and presents technical reports and other necessary correspondence.
Other Duties and Responsibilities
Performs all other related duties as assigned.

- Knowledge of municipal budgeting procedures and personnel management.
- Ability to make management decisions and develop operational policies and procedures relevant to Parks, Recreation and Civic Facilities and events.
- Ability to work well with individuals, as well as groups, both internal (within the department) and external (volunteer groups, etc.).
- Must develop a general knowledge of City Code of Ordinances, State and Federal laws and regulations pertaining to general parks, recreation, and civic facility operations within six months from date of employment.
- Three to five years of experience in recreational program administration or business administration is required.
- Valid driver’s license.
Materials and Equipment Directly Used
Operates a personal computer, printer and various software packages, and other general office materials and equipment such as a copier. There may be times when use of personal vehicle may be required. Operates light vehicle and variety of office and recreational equipment.
Working Environment/Physical Requirement
Majority of work is performed in an office setting with a controlled environment. May need to perform on-site inspections. Work involves oral communication through the use of telephone or in person. Seldom need to lift more than 10 to 20 pounds. Some overnight or day travel may be required for business purposes.
Education
Bachelor's Degree required, preferably in biology, recreation, business or management, or other closely related field of study. Master’s Degree Preferred.
Passing of a drug screening required prior to appointment.
