About the position

Oversee engineering services including the planning, design, construction, observation and administration of public utility infrastructure projects. Review development and redevelopment proposals. Supervise staff responsible for managing the city’s right-of-way, protecting the city’s water resources and information systems data. Assist director in management of capital improvement planning, construction standards and various other engineering activities.

Duties and Responsibilities

  • Development review and permitting

    • Coordinate and perform engineering technical review of development proposals and permits to ensure submittals are compliant with city ordinances, policies, and standards.

    • Serve as part of the city development review committee.

    • Collaborate with others to streamline review processes and improve design.

    • Coordinate with public works on new infrastructure construction and relocations.

    • Assist in land use planning, zoning, and future developments.

  • Right-of-way and infrastructure management

    • Oversee and answer questions regarding city’s right-of-way ordinance and permitting program.

    • Respond to requests for use of the city’s right-of-way, such as small cell applications, encroachment agreements, and mobility service provider licensing.

    • Manage and update process for complete and accurate as-built drawings.

    • Assists with the preparation of utility Capital improvement program.

  • Surface water management

    • Serve as primary resource for questions regarding permits, regulations, standards and policies.

    • Coordinate studies on storm water related issues and oversee consultants.

    • Identify projects which will improve the city’s management of storm water including projects that will improve the quality of ponds, creeks and wetlands or increase storm water system storage.

  • Public infrastructure projects

    • Manage the planning, design and construction for infrastructure projects.

    • Prepare or oversee reports, memos, schedules, budgets, plans, specifications, and studies.

    • Develop specifications, budgets and cost estimates; monitor costs and provide status reports updates to supervisor.

    • Coordinate review meetings to discuss design issues and modifications; actively involve and solicit input from affected staff on projects.

    • Lead or participate in public meetings, inform and solicit input from stakeholders to ensure the public affected by city projects is kept informed.

    • Prepare project communications in a manner allowing for understanding of technical terms.

    • Acquire necessary permits and adhere to the requirements of other agencies to ensure that water resource and environmental related regulations are addressed in all phases of projects. This includes stormwater management, erosion control and soil contamination.

    • Support staff monitoring construction sites to evaluate progress and ensure conformance to engineering plans, specifications and construction standards.

    • Complete permit applications, acquire easements and participate in construction observation as needed.

    • Coordinate with other government agencies and private utility companies.

  • Ensure that projects are implemented in conformance with city standards, policies, and ordinances.

    • Supervise and provide work direction for staff

    • Provide leadership, set expectations, evaluate performance, and pursue corrective action.

    • Lead by example to create and maintain a productive and healthy work environment.

    • Administer applicable city personnel policies.

    • Meet with direct reports regularly and provide support to staff.

  • General administration

    • Coordinate policy and projects with other agencies.

    • Keep director informed of project status, problems, errors, and concerns as they arise. Provide updates, take appropriate actions to remedy problems and manage costs.

    • Provide engineering support and assistance to other city staff.

    • Maintain project files, monitor compliance with applicable regulations.

    • Provide updates, write reports, and present to council and other commissions as required; represent the department at meetings as necessary.

    • Provide general or technical information in response to inquiries from the public, employees, contractors and other public agencies.

    • Assist in the development of written city standards and policies.

    • Remain current on all related industry regulations, codes, legislation, and policies.

    • Research new methods of municipal infrastructure rehabilitation or construction.

    • Establish and maintain a positive and effective working relationship with the public, City Council, commissions, other governmental agency personnel, contractors, businesses and City staff.

    • Perform other duties and assume other responsibilities as apparent or assigned.

Minimum Qualifications

  • Bachelor’s degree in civil engineering or related field.
  • MN licensed professional engineer.
  • Valid and unrestricted MN driver’s license.
  • Two years of progressively responsible experience in in public works, engineering, administration or project management.
  • Proficiency in computer hardware and software programs including word processing and spreadsheet applications.
  • Ability to interpret plans and specifications for construction projects.
  • Ability to learn and use codes, laws, rules, and regulations pertaining to public infrastructure projects.
  • Experience in public infrastructure design, construction, and observation.

Desired Qualifications

  • Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity.
  • Five years experience in municipal government and project management.
  • Experience with:
    • Hydraulic and hydrologic analysis.
    • Supervision of staff.
    • GIS software.
  • Proficient use of AutoCAD Civil-3D and/or RT Vision project documentation software
