Salary:$101,036 - $158,574Position Grade:20MDepartment: City Justice CenterJob Type: Full-Time (Permanent)Examination Number:EX1340Location: Downtown - St. Louis, MOIncumbent in this position reports to the Director of Public Safety and is responsible for planning, organizing, supervising and controlling the operations/programs of the Division of Corrections for the City of St. Louis Department of Public Safety.Essential Functions and Responsibilities: ?Plans, organizes, coordinates and controls the work unit’s operations/programs to establish operational priorities, coordinate these operations with other functions within the agency, and ensure program objectives and standards are established, attained and congruent with overall goals. ?Determines and requests/submits staff, material and equipment needs for managed operations/programs managed. ?Contributes to the formulation and justification of budgetary requests for the agency as a whole. ?Determines performance evaluation standards and procedures to provide information to subordinate staff on individual work performance expectations to ensure complete and objective appraisal of subordinates’ performance. ?Develops and directs the implementation of operational plans pertinent to managed operations/programs to ensure the establishment of appropriate goals and the development of action steps to achieve these goals. ?Develops and recommends new and revised statutes, rules, policies, and procedures to respond to changes in operational/program needs, objectives, and priorities and to improve the effectiveness of managed operations/programs. ?Directs the operations and maintenance of the city’s detention facilities. ?Supervises managers within the division. ?Plans, develops, and coordinates programs for the safety, training, and rehabilitation of residents. ?Directs the investigation of applications for parole and probation; makes recommendations to appropriate city officials; directs supervision of persons on parole and probation. ?Plans, directs, and organizes the work of division personnel. ?Interprets and enforces rules, regulations, and standards in accordance with division and city goals. ?Prepares strategies and objectives to address needs of the division; develops and implements policies and procedures. ?Meets with public officials and private agencies to discuss and resolve safety and criminal justice issues. ?Conducts disciplinary hearings. ?Attends Civil Service Appeal hearings. ?Ensures compliance with Billy Joe Tyler Court Order. ?Composes suspensions and dismissals. ?Prepares division budget. ?Conducts general and executive staff meetings; conducts population management meetings. ?Coordinates and contracts appropriate services with city divisions. ?Reviews, revises and develops training standards for all divisional personnel; recommends development for personnel. ?Conducts employment interviews; makes hiring decisions; reviews ratings for employees. ?Audits expenditures and payroll. ?Performs other duties as assigned.Knowledge, Skills, and Abilities: ?Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systematize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions. ?Human Interaction: Requires the ability to manage and direct a large group of employees, including supervisors, correctional superintendent, and detention superintendent. Oversees and controls employee discipline, selection and allocation, and planning of human resources. ?Equipment, Machinery, Tools and Materials Use: Requires the ability to use, operate and/or handle equipment such as a computer or typewriter. ?Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, personnel appraisals, administrative regulations, annual and incident reports, statutes, procedures, guidelines and non-routine correspondence. ?Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages. ?Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. A Bachelor’s degree in Criminal Justice or a related field; plus five years of experience at a major adult correction institution including at least two years in an upper level management capacity with responsibility for directing the activities of one or more large correctional facilities.
