Incumbents in this position are responsible for planning and supervising labor activities for maintenance and repair, as well as construction activities for the Refuse Division. Duties include assigning and directing the work activities of subordinate staff, identifying work-related problems and formulating possible solutions, responding to complaints from City officials and the public, and training staff.
Essential Functions and Responsibilities:
- Carries out supervisory responsibility in accordance with policies, procedures and applicable law including: training, planning, assigning and directing work; discipline, appraising performance; addressing work orders/complaints and resolving problems.
- Determines and maintains adequate supply or materials and equipment to perform the work.
- Supervises maintenance of dumpsters and roll-carts.
- Communicates with managers, fellow supervisors and other staff as necessary.
- Enforces the rules and regulations of the Refuse Division.
- Ensures that all residents receive timely collection of solid waste, yard waste and recyclables in a clean, complete and efficient manner.
- Routinely reviews the routes to ensure they are balanced by workload and resolves problems.
- Additional duties as assigned.
Knowledge, Skills, and Abilities:
- Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
- Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, computer terminal, calculator, two-way radio, telephone and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as project reports, budgets, work orders, blueprints, diagrams, accident reports, attendance records, personnel policies, technical operating manuals, safety regulations, procedures, guidelines and nonroutine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentage and decimals.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
- Environmental Factors: Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
- Physical Requirements: Requires the ability to lift office objects, drawings/blueprints weighing up to ten (10) pounds. Requires the ability to stoop, bend and twist to inspect job sites.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes and sounds to clearly distinguish objects and conduct worksite inspections.
Five years of experience as a Foreman or Supervisor managing work crews performing manual labor that includes some experience with Refuse. OR an equivalent combination of education, training and experience.
License: Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing the application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Some positions may require a valid Missouri Commercial Driver's License (Class A or B).

Veterans Preference Points

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
