This is a professional Human Resources (HR) position developing and analyzing workplace culture metrics and measurement tools. This position also includes gathering data and designing relevant statistical reports used to guide future best practices. Employees in this class will participate actively in the hiring and promotional process including participating on interview panels, training leaders on best hiring practices, working with staff to help them develop career pathways and assisting HR management with projects as assigned. This position will also ensure compliance with HR related policies and procedures, federal, state, and city guidelines, related to personnel management, promotional testing, and the hiring process. Work involves the use of a HRMS software system, including data entry, data validation and creating reports. An employee in this class must properly plan and schedule time to meet deadlines. Employees must be able to work on-site with the potential for some remote work.
Salary: $59,648 - $95,097

To Qualify
Minimum Qualifications. Applicants must:
- Have a valid Bachelor’s degree -or- possess a valid high school diploma or GED equivalency and relevant experience in a related field may be substituted for the degree requirement.
- Have progressive experience in gathering, design and development of statistical reports and metrics.
- Have progressive experience in assisting multiple departments with the hiring process, onboarding, and related federal, state, and city guidelines.
- Have progressive experience in HR or a related field, including experience leading interviews and interview panels, preparing interview questions, and creating reports.
- Be able to compose and edit error-free documents and reports through an advanced knowledge of business English, correct grammar, and proofreading expertise.
- Have excellent interpersonal skills and be able to communicate and present information clearly and concisely.
- Be able to independently plan and schedule time to meet deadlines and adapt to changing priorities.
- Have progressive experience in the use of Microsoft Office applications with emphasis on Word and Excel.
Desirable Qualifications. Preferred applicants:
- Have prior experience in interpreting and applying federal, state and local regulations and policies related to Human Resources, hiring practices, and Veterans’ Preference.
- Have prior experience performing job task analyses, promotional assessments, and extensive use of MS Excel formulas.
- Are proficient and have progressive experience in the use and operation of HRMS systems, preferably Oracle eBusiness Suite.
- Have progressive experience utilizing business intelligence software including writing, running, and analyzing reports.
- Are able to successfully conduct related research, organize and lead HR related projects.
- Are able to perform error-free mathematical computations including basic statistics.
