What are the responsibilities and job description for the Battalion Chief - Training position at City of Stafford?
Key Job Responsibilities:
- Development, implementation and direction of department training program to meet department training objectives in accordance with state and federal requirements.
- Designated department training coordinator responsible for tracking and entry of training documentation into applicable TCFP, TDSHS and other data bases.
- Coordinate and deliver lecture based and hands-on training evolutions to include company, multi-company, multi-jurisdiction, live fire and other special teams training evolutions to meet department objectives.
- Serve as department point of contact and compliance representative for TCFP, TDSHS and ISO to include inspections, evaluations and information needs.
- Supervise company officers in performance of firefighting, rescue, EMS, hazardous materials, public relation, administrative and maintenance duties as outlined in department policy, procedures, guidelines, directives and protocols.
- Function in place of Battalion Chief - Operations as directed or necessary.
- Perform minimum one 48-hr operations tour per quarter in Shift Supervisor role.
- Comply with department policies, guidelines, directives and protocols.
- Perform initial department accident and injury investigations.
- Perform other duties as assigned.
Supervision Received:
- Will receive supervision from department Assistant Chief and above
Knowledge / Skills:
- Must possess strong knowledge of the Incident Management System, fire ground strategy and tactics, current rescue practices and EMS patient care standards.
- Must possess strong knowledge of current training methodologies, techniques and practices in both classroom and field settings.
- Must have working computer knowledge including Microsoft Office software suite.
- Must possess strong verbal communication skills.
Minimum Qualifications (Duration of employment):
- High school diploma or GED
- TCFP Structural Fire Fighter - Advanced certification
- TCFP Fire Officer III certification
- TCFP Instructor II certification
- TCFP Driver/Operator - Pumper certification
- TCFP Driver/Operator - Aerial certification
- TCFP Hazardous Materials - Technician
- TCFP Hazardous Materials - Incident Commander
- TCFP Incident Safety Officer certification
- Blue Card Incident Commander certification
- TDSHS/National Registry EMT-Basic certification/licensure
- TEEX Structural Collapse Technician course completion
- Valid Texas Class "B" Exempt driver's license
- NIMS 100, 200, 300, 400, 700, 800
- 6-years Company Officer experience
- Satisfactorily pass annual EMS protocol testing administered by medical director
- 40-college hours from accredited college or university
- - TCFP Incident Commander certification - Within 1-year of employment -
- - TCFP Fire Officer IV - Within 1-year of employment -
- - TCFP Instructor III and Field Examiner - Within 6-months of employment -
Physical & Job Requirements:
- Carry 100lbs for a minimum of 200' while wearing protective equipment and respiratory protection
- Connect, carry and operate fire hose on burning materials/objects at grade level, below grade level and from elevated positions while on even/dry & uneven/slippery surfaces while wearing protective equipment and respiratory protection in varying climate/temperature/environment/visibility
- Carry, deploy, climb and operate from ground ladders at grade level, below grade level and from elevated positions while on even/dry & uneven/slippery surfaces while wearing protective equipment and respiratory protection in varying climate/temperature/environment/visibility
- Operate at heights during fire and rescue operations, including climbing aerial ladders, while wearing protective equipment and respiratory protection in varying climate/temperature/environment/visibility
- Operate hand tools (axe, Halligan, pike pole) and power tools/equipment (saws, extrication equipment) at grade level, below grade and from elevated positions while on even/dry & uneven/slippery surfaces while wearing protective equipment and respiratory protection in varying climate/temperature/environment/visibility
- Perform rescue operations of persons trapped in burning structures, vehicles, machinery and other objects using extrication equipment and other power tools while on even/dry & uneven/slippery surfaces while wearing protective equipment and respiratory protection in varying climate/temperature/environment/visibility
- Perform patient care to sick and injured in accordance with state requirements and department protocols as established by department medical director. This is inclusive of patient assessment, treatment, extrication and reporting practices
- Observe and follow established department safety rules inclusive of protective equipment, respiratory protection and other apparel/devices as appropriate
- Drive and operate department vehicles in accordance with applicable state laws and department policies inclusive of pump operations, aerial operations, water supply operations and other emergency activities
- Perform all job duties in both indoor and outdoor settings with varying weather conditions (dry/rain/snow) and temperature (cold/hot)
- Perform all job duties in areas with potentially high levels of ambient noise from apparatus, equipment and machinery
- Subject to mandatory recall during times of natural disaster, extreme conditions and as directed by department and/or city government
- Only full-time employment with the City of Stafford permitted. Additional Full-Time employment of any type is not permitted during length of employment.
