GENERAL POSITION SUMMARY:
The Systems Administrator is responsible for supporting and maintaining the hardware, software, and network infrastructure across all City departments, with a strong focus on providing Tier 1 helpdesk and user support. This role involves troubleshooting technical issues, delivering hands-on assistance to users, monitoring network performance using Remote Monitoring and Management (RMM) applications, and implementing projects to meet systems and programming goals. Key duties include managing network connectivity, installing and configuring software and third-party tools, optimizing systems, and ensuring operational efficiency. This is a full-time position with regular hours, occasional availability for after-hours, weekend, and on-call support as needed.
ESSENTIAL JOB FUNCTIONS:
- Configures and manages DCHP, DNS, and Remote Access.
- Serve as the primary Tier 1 helpdesk contact, resolving user issues related to hardware, software, and network access promptly and effectively.
- Provide direct user support, including troubleshooting, training, and assisting with Microsoft product usage and system navigation.
- Administer network switches, including Fiber-Channel Switching, across multiple sites.
- Install, update, and maintain Microsoft Operating Systems and Windows Server infrastructure.
- Design and manage LAN connectivity, mobile VPNs, and network group policies.
- Diagnose and resolve hardware, software, and network issues, escalating complex problems as needed.
- Maintain and configure web proxies, firewalls, and Internet security solutions.
- Perform system administration tasks: installation, debugging, upgrades, and ongoing support.
- Evaluate, test, and deploy hardware and software solutions.
- Proactively monitor servers, applications, and services using RMM applications to ensure high availability, analyzing data for capacity planning and performance optimization.
- Manage and troubleshoot organization-wide network, intranet, and Internet connectivity.
- Stay current on emerging server technologies and tools.
- Collaborate with the Information Technology Director to recommend system solutions aligned with business needs.
- Maintain detailed, up-to-date documentation of processes, procedures, and helpdesk resolutions.
- Oversee network security, data files, and application administration.
- Availability for after-hours and weekend work as required.
- Perform additional duties as assigned.
- Coordinate Audio / Visual duties including purchasing, maintaining, and deploying A/V equipment.
- Attend Board meetings.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
- Working knowledge of hardware and software firewalls, and other Internet security devices
- Ability to learn new technology systems quickly and efficiently.
- Networking devices; their uses, configuration, administration and operation.
- Network servers; their uses, configuration, administration and operation.
- Microsoft operating systems; their uses, configuration, administration and operation.
- Network servers and Microsoft operating systems and its uses, as well as configuration, administration and operation, to include Active Directory, DNS and DHCP.
Skill and Ability to:
- Handle multiple tasks simultaneously with frequent interruptions.
- Collaborate effectively with team members and prioritize daily workflows, balancing helpdesk requests with system administration tasks.
- Meet deadlines and communicate clearly with residents, elected officials, and City staff, both verbally and in writing.
- Work independently under the guidance of the Information Technology Manager.
- Manage multiple tasks, including frequent user support interruptions, while adhering to City policies.
- Participate in ongoing training and professional development to enhance helpdesk and technical skills.
- Maintain professionalism and composure in high-pressure situations, especially when assisting frustrated users.
- Operate with minimal supervision.
- Communicate clearly and concisely orally and in writing, and to keep records and prepare reports.
- Deal with a variety of people in structured and unstructured situations.
- Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
- Follow Department and City policies and procedures operating with minimum supervision.
EDUCATION AND/OR EXPERIENCE REQUIRED:
- Associate's Degree in Computer Science or a related field from a college or university accredited by a regional accrediting agency recognized by the U.S. Department of Education.
- Four (4) years progressively experience in working with computers. Expertise in Windows 10 workstations; Expertise in Windows Server, SQL Server, Google Workspace, Active directory management, Security management to include group policy objects, working knowledge of TCP/IP, Server Setup, Server Hardware, some level of expertise in LAN network administration.
PREFERRED QUALIFICATIONS:
- Bachelor's Degree in Computer Science or a related field from a college or university accredited by a regional accrediting agency recognized by the U.S. Department of Education;
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS:
- Must possess and maintain a valid Driver’s License and acceptable MVR.
CONDITIONS OF EMPLOYMENT:

WORKING ENVIRONMENT AND PHYSICAL DEMANDS:
Work is performed both indoors and outdoors. Work exposes employee to inclement weather, physical hazards, and chemical hazards. Work requires frequent physical tasks such as sitting, walking over rough surfaces, bending, stooping, climbing, and lifting containers and debris up to seventy-five pounds in weight. Must be able to handle multiple tasks or projects simultaneously, work with numerous interruptions, and adjust to changing priorities. Must demonstrate good use of judgment and demonstrate the ability to properly deal with confidential matters. Must use good interpersonal skills.
