This is a full-time, exempt, temporary employee position. The term of employment may be up to two (2) years.
GENERAL POSITION SUMMARY:
The Utilities Analyst/Geographic Information System (GIS) Analyst is responsible for analyzing enterprise data across the Utilities’ Billing Department, providing data analysis and support for systems such as Automated Metering Infrastructure (AMI), Meter Data Management (MDMS), Automatic Meter Reading (AMR), and the Customer Information System (CIS). The role is critical in optimizing decision-making, improving billing operations, reducing costs, enhancing service quality, and advancing digital automation and planning. Additionally, this position plays a key role in implementing, administering, and enhancing the Geographic Information System (GIS) to support utility operations.
ESSENTIAL JOB FUNCTIONS:
Data Analysis & Reporting:
- Collect, analyze, and interpret utility data and meter performance to provide actionable insights that support decision-making in utility operations, billing, and system improvements.
- Generate reports for internal and external stakeholders, regulatory compliance, and business operations, not limited to financial status updates and utility billing process summaries.
- Review, validate, estimate, and edit meter data and data used in rate-setting and calculations.
- Create and maintain a current utilities database to ensure accurate, timely, and complete client billing.
- Ensure meters are read and recorded accurately and resolve customer issues related to the accuracy of client bills.
GIS Administration:
- Plan, organize, oversee, and make recommendations for GIS system development, aligning with utility operations and business requirements.
- Assist in the design, development, administration, and maintenance of the Utilities GIS, including geographic and relational databases containing spatial and non-spatial data (e.g., hydrography, infrastructure, and political/legal boundaries).
- Implement and operate GIS systems (including related software and hardware) to ensure efficient GIS services for all users.
- Manage and maintain links between data sets.
- Convert geographical information into digital formats for GIS use.
- Evaluate the quality, accuracy, and completion of outsourced projects such as aerial photography and digital base mapping.
- Prepare accurate and relevant map data for various departments and stakeholders.
- Perform various administrative tasks timely and appropriately to include preparing and processing reports, correspondence, flow charts, and other documents.
- Respond promptly and courteously to address inquiries, resolve issues, and provide support to employees, officials, and other stakeholders requiring GIS or utility-related information.
- Perform other duties as assigned.
KNOWLEDGE of, SKILLS AND ABILITIES to:

EDUCATION AND/OR EXPERIENCE REQUIRED:
- Bachelor's Degree in Computer Science, Geography, Engineering, Business Administration, or related field.
- Minimum of five (5) years of experience with GIS design and implementation of which at least three (3) years must include management and/or project supervision.
- Demonstrate understanding of data analytics concepts, statistical methods, and data manipulation techniques.
PREFERRED QUALIFICATIONS:
- Knowledge of Utility industry regulations and best practices.
- Two (2) years of experience with Utility billing software.
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS:
- Valid driver's license and acceptable motor vehicle record.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Environment: Work is performed primarily in both outside and in an office environment in and around heavy traffic, sometimes adverse weather conditions, and potentially in high stress situations. Work environment may consist of hazards associated with traffic, chemicals, fumes, bees, dust, vibrations from machinery or blasting, loud noise levels, etc. Protective equipment is required such as: gloves, orange vests, protective eyewear, work shoes or boots, and coveralls. The work environment may consist of various modes of private and commercial transportation when driving or traveling as a passenger to other locations.
Physical: Heavy lifting (up to 50 lbs.), prolonged standing or sitting, and physical activities such as crawling, pushing and pulling, and climbing for extended periods of time. Work may involve uneven terrain and requires stamina for sustained physical exertion.
