Job Overview: Responsible for planning, organizing, and managing assigned activities in the Finance and Customer Service Departments; performs the specialized accountant and supervisory level work for the city and provides significant financial support in the preparation of the annual operating and capital budgets and the City Annual Financial Report (CAFR) preparation.

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. Employees may perform other related duties as needed to meet the needs of the organization.Administers, manages, plans, and directs the activities of the Accounting Division and assigned staff; evaluates work performance of assigned staff and provides timely feedback; inspires and encourages staff development; addresses and resolves personnel issues.Provides the day-to-day supervision for receiving, disbursing, and accounting of revenues and expenditures for the city. Supervises the accounting, accounts payable, revenue collection, utility billing and collection, utility customer service, fixed assets, assessments, and payroll functions.Reviews internal controls and internal & external customer/staff satisfaction; meets with staff to ensure compliance with city policies, federal laws, and mandated standards.Collaborates with customers/staff concerning policies and procedures to meet the needs of internal controls and the needs of customers (other departments).Directs the maintenance of the city's accounting records and accounting systems; oversees all general ledger entries and approves all general ledger reconciliations. Sets up new accounts and funds for the city in the accounting system.Completes analytical reviews of balance sheet accounts to confirm accuracy; prepares corrections to general ledger. Maintains debt service schedule subsidiary ledgers and processes the semi-annual debt payments.Directs the accounts payable, the accounts receivable, and the grants functions; ensures proper procedures are followed; reviews/oversees fixed asset records.Prepares various weekly and monthly investment reports and records investment transactions.Prepares various financial reports; coordinates and prepares work papers for year-end audit.Assists with budget preparation; makes revenue and expenditure projections; serves as member of the city's budget team.Performs other duties as assigned.

Knowledge, Skills, and Abilities Thorough knowledge of state laws and local ordinances applicable to finance administration.Thorough knowledge of the principles, practices, and laws of accounting and municipal bond financing in government.Knowledge of the principles and practices of a municipal purchasing system.Ability to prepare, interpret, and present complex and detailed fiscal/financial reports.Ability to plan, organize, and direct the work of employees in fields of accounting, payroll administration, statistical reporting, tax assessment and collection, and investments.Ability to conduct long-range fiscal planning.Ability to establish and maintain effective working relationships with city officials, associates, employees, and the general public. Excellent oral and written communication skills.Job Related Physical Activity RequirementsThis position involves sedentary work requiring the exertion of 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involved sitting most of the time.
