Job Overview
Responsible for performing a variety of clerical, data entry, and administrative support duties; responsible for monitoring and enforcing the regulated entry of employees and visitors for the city’s Municipal Operations Complex.
Essential Duties And Responsibilities
NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.
Education and/or Experience
Knowledge, Skills, And Abilities
This position involves medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, climbing, grasping, and repetitive motions; vocal communication is required to express or exchange ideas by means of the spoken word and to convey detailed or important instructions to others; hearing is required to respond to spoken words, to receive and understand information, and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
Working Conditions
The employee is generally not exposed to adverse environmental conditions; however, when performing maintenance and repairs duties, the employee will be exposed to indoor and outdoor conditions including extreme heat and cold, noise, vibration, and dust. Employee may be required to work during emergency situations which could include nights, weekends, holidays, and/or rotating shifts.

- Monitors and enforces secure physical entry to the city’s Municipal Operations Complex (MOC) via the entry gate(s) and main doors.
- Coordinates general maintenance and repairs of the MOC as needed.
- Monitors the site security camera system throughout MOC.
- Reviews and maintains accident billing database; follows up with Risk and Safety Manager on any unpaid liability claims.
- Answers telephone calls and routes call to the appropriate department/division.
- Identifies and confirms outages within the Advanced Metering Infrastructure (AMI) system before dispatching appropriate departmental personnel.
- Monitors and verifies the Interacted Voice Response (IVR) and Outage Management System (OMS) daily.
- Notifies affected customers for planned outages via phone call or text.
- Assists with payroll submission in the absence of Office Manager.
- Processes and submitsrequisitions;tracksanddocuments and expendituresrelated to department projects.
- Maintains files, forms, and other documents for the department, both physically and electronically.
- Improves and develops intra-office procedures and guidelines.
- Assists during emergency situations by communicating with citizens and staff regarding outages or other issues, gathering supplies, and coordinating material delivery.
- Performs necessary duties in the absence of the Office Manager.
- Performs other duties as assigned.
Education and/or Experience
- High School Diploma or GED.
- One (1) year of clerical experience using Microsoft office including Outlook, Word, and Excel.
- Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.
Knowledge, Skills, And Abilities
- Knowledge of Microsoft Outlook, Word, Excel, and related software.
- Knowledge of basic building maintenance and repair.
- Knowledge of basic customer service processes, procedures, and techniques.
- Ability to learn web-based software such as Milsoft IVR, the Sensus Outage Management Systems tool, and related Sensus AMI software.
- Ability to operate a variety of office equipment.
- Ability to work independently with minimal supervision.
- Ability to communicate in a professional and courteous manner with internal and external customers.
- Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
