Representative Job Duties
- Coordinates all aspects of the Vacant Registration Program under Ordinance 1569. Including processing applications/fees, verifying property ownership, scheduling of inspections, re-inspections and issuance of permits for a Certificate of Compliance.
- Coordinates legal action against non-compliant owners with Southfield Legal Department.
- Provides court testimony and presents evidence. Follow all court procedures from initiation through follow-up actions.
- Coordinates all aspects of fire damaged structures following strict compliance deadlines and procedures.
- Contact owners, realtors and buyers that are looking to close on a particular property.
- Coordinates Department Inspectors to balance schedules and obtain necessary inspections and reports for these properties.
- Prepares reports, forms, statistics, letters, court documents, invoices and other documentation to maintain files and records for each vacant property. Track inspections, Certificates of Compliance and amounts of fees collected i.e. application fees, permits fees, re-inspection fees and court fines.
- Responsible for getting properties secured, boarded, cleaned up with Bank, owner or boarding contractor.
- Issue Certificate of Compliance when violations have been abated. Schedule follow-up inspections for properties that remain vacant and in need of re-registration. Performs related duties as required.
- Associates degree or equivalent related experience in coordinating high-volume of major projects through completion.
- Four years directly-related experience including knowledge and proficiency in applicable laws, standards, zoning and other ordinance requirements, court rules, legal compliance procedures, remediation processes, certificate of compliance requirements, and other unique and varied resources to accomplish desired results of a well-maintained and compliant housing stock.
- Knowledge of Microsoft and BS&A software and the ability to navigate through internet resources.
- Ability to prepare, organize and maintain a variety of field data, reports and systems under tight deadlines. Must be able to work independently without close supervision.
- Effective written and oral communication skills; ability to compose tactful correspondence and maintain detailed records; Ability to follow verbal and written instructions. Good judgment and positive attitude when working with the public.
- Sufficient analytical, cognitive and physical skills to effectively perform the essential functions of the position in the stated environment, with or without accommodation.
- Must possess a valid Michigan Driver’s License and meet the City's driving record standards.
- Will be sworn as a Constable, with ticket-writing enforcement powers.
