General Purpose
Personnel selected to fill the Lieutenant position will serve in both shift Lieutenant and training Lieutenant assignments on a rotational basis. When assigned as shift Lieutenant the primary responsibility is to provide rank-based supervision during daily non-emergency and emergency operations as well as to provide additional administrative capacity in the department. When assigned as training Lieutenant the primary responsibilities are the coordination and implementation and tracking of the departments training program, the training Lieutenant will also backfill for officers and firefighters in various department positions as needed. The Lieutenant exercises supervision of Fire Department personnel as appropriate based on rank. Regarding training, the assigned training Lieutenant has the additional primary responsibility to ensure that fire department personnel are proficiently trained to perform their assigned tasks, meet minimum state and national standards of training, and that required personnel certifications remain current. The Fire Lieutenant also fulfills many administrative duties as assigned by department Captains, Deputy Fire Chief and Chief.
When assigned as shift Lieutenant, personnel will be assigned to a standard department shift-work schedule, currently a 48/96hr cycle on a four week pay period with a total annual hours of 2998.5. When assigned as training Lieutenant, personnel will be scheduled as backfill for other officers and firefighters on multiple shifts. The training Lieutenant generally works 24-48 hour shifts in a four week pay period with total annual hours of 2998.5. When filling the Fire Lieutenant position personnel are expected to rotate in both the shift Lieutenant and training Lieutenant positions. The training Lieutenant assignment will rotate with shift Lieutenant assignment on a cycle to meet department needs. Expected rotations of 1-2 years are anticipated.
SUPERVISION RECEIVED: Works under the direct supervision of the Fire Captains and general supervision of the Deputy Fire Chief and Fire Chief.
SUPERVISION EXERCISED: Fire Lieutenants exercise rank-based supervision of department firefighters/EMTs, Firefighters/Paramedics, Engineers, and Firefighters/Inspectors. When assigned to the Training Lieutenant supervision extends to the departments training program and supervising the training of department personnel. On occasion the Lieutenant will be responsible for assuming the duties of other officer positions, including those of the Fire Captain and/or other supervising officer.

- Plans, organizes, and directs department activities in both non-emergency and emergency situations;
- Supervises, directs, and evaluates department personnel as appropriate by rank;
- Plans, organizes, tracks and directs the department training activities;
- Develops departmental policies for assigned area of responsibility; provides technical assistance and review for departmental policies; interprets department policies and procedures to employees;
- Assists in development of short and long-range plans for the department in assigned areas of responsibility;
- Designs compliance programs and training for hazardous materials regulations and requirements;
- Makes recommendations for the annual budget to include such materials as equipment, apparatus, and supplies; develops and tracks specific project budgets;
- Performs training and evaluation of Fire personnel and performs research and implementation of programs to ensure the Training Plan operates in an efficient and effective manner;
- Participates in hiring, evaluating, promoting, and/or disciplining fire personnel and related matters;
- Works closely with the Captains and Deputy Fire Chief to establish policies and procedures for the day-to-day operation of the department
- Works closely with the Captains and Deputy Fire Chief to develop and implement a training plan and coordinates training needs of the department;
- Keeps Deputy Fire Chief and Captains fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing problems;
- Attends meetings, conferences, workshops, training sessions, and reviews publications to remain current on the principles, practices, and new developments in assigned work areas;
- Communicates with others to maximize the effectiveness and efficiency of interdepartmental operations;
- Responds to citizens questions and comments in a courteous and timely manner;
- Attends fire department officer staff meetings and department personnel meetings and provides input in areas of responsibility;
- Performs other duties as assigned
We Are Seeking The Following Qualifications
Education, Experience and Certifications:
- High school diploma or GED equivalent. Associated degree or additional coursework desired; and
- Minimum of 5 years’ experience as a SSFR Firefighter/EMT, Firefighter/Paramedic, Firefighter/Inspector, Engineer, or a minimum of 3 years experience as a SSFR Firefighter/EMT, Firefighter/Paramedic, Firefighter/Inspector, Engineer combined with 5 years experience in a similar position at an outside fire department; and
- Must possess or obtain State of Colorado Fire Officer I Certification and complete the SSFR Officer development program within 6 months of hire
- State of Colorado Fire Instructor I Certification; and
- Valid Colorado Emergency Medical Technician Certificate or more advanced EMS certification; and
- Valid Hazardous Materials Operations Certificate; and
- Any other department-wide qualifications and certifications as required by department policies.
- High aptitude in leadership, management, and motivation of personnel.
- Ability to perform administrative duties.
- Current knowledge of the methods used in combating, extinguishing, and preventing fire.
- Current knowledge of the methods used in combating wildland fires.
- Current knowledge of emergency medical protocols and procedures.
- Current knowledge of the operation and maintenance of fire apparatus and equipment.
- Thorough knowledge of SSFR standard operating guidelines.
- Knowledge of State and Federal Laws, Codes, Regulations, SSFR Department policies and procedures, and a basic knowledge of human resource policies.
- Considerable knowledge of inspection techniques.
- A knowledge of federal, state, and local laws relative to the activities of the fire department.
- Thorough knowledge of the principles and practices involved in training personnel.
- Knowledge of hydraulics as applied to firefighting.
- Experience and knowledge in Fire and Alarm Systems, Fire Prevention, EMT Re-certification/Medical Training, Wildland Fire Suppression, Incident Command/Management, Emergency Management, Rapid Intervention, Fire Inspection, Building Construction, Hazardous Material Awareness, Hazardous Material Operations, Technical Rescue, and Safety
- Demonstrated skills in budgeting and project development.
- Knowledge of building construction, fire codes, and related codes.
- Microsoft Office Suite (Word, Excel, Outlook, PowerPoint),
- Thorough knowledge of the geographic layout of the SSFR response area, including roads and location of hazardous occupancies.
- Mechanical aptitude.
