The City of Steamboat Springs is seeking two Foreman to join our Parks and Recreation team!
The Open Space and Trails Foreman will help lead our trails and open space maintenance team. This position is responsible for overseeing the upkeep of the city’s trail system, natural areas, and open spaces, ensuring they remain safe, accessible, and well-maintained. As a key leader within the Parks and Recreation Department, the Foreman will supervise a team of staff and seasonal workers, coordinate trail construction and maintenance projects, and implement best practices for sustainable land management.
The Parks Foreman will help lead our parks maintenance team, ensuring the city's parks, sports fields, and public green spaces remain safe, clean, and well-maintained. This position is responsible for overseeing daily park operations, including turf management, irrigation systems, playground inspections, and facility upkeep. As a key leader within the Parks and Recreation Department, the Foreman will supervise staff and seasonal workers, coordinate maintenance projects, and implement best practices for sustainable park management.
The Howelsen Hill Foreman will be a shared position with either Parks or Open Space and Trails. Position specific duties will be based upon skill level and qualifications. These duties may include lift operations, snowmaking, ski patrol, tubing operations, or grooming operations. As this position includes supervisory duties, the qualified candidate would assist in hiring, performance evaluations, managing seasonal staff and performing administrative duties as needed.

GENERAL PURPOSE: Responsible for hiring, supervising, scheduling, and training staff involved in general maintenance, landscaping, construction and operation in the City's parks, trails, athletic fields and ski area, facilities, grounds, rights-of-way, streets, landscaped areas, urban forest, and open space.
SUPERVISION RECEIVED: Works under the general supervision of a supervisor (division dependent) within the Parks and Recreation Department.
SUPERVISION EXERCISED: Directly supervises and trains all levels of full time Parks Technicians, temporary, seasonal and community service workers and contractors. Frequently supervises up to 15 employees at any given time.Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive. The primary duties of each Foreman will be dependent upon the division(s) and/or facilities they are assigned to (ex. parks and ski, trails and ski, parks and snow removal, or ski and rodeo).
Parks Specific Duties: Supervises and performs maintenance work in City parks, facilities, sports fields, playgrounds, irrigation systems, streetscapes, and forestry. Utilizes a variety of tools and equipment for routine maintenance of turfgrass, trees, landscape beds, shrubs, hardscapes, and snow removal operations. Responsibilities include construction projects of City irrigation systems, sports fields, and landscaping improvements.
Open Space and Trails Specific Duties: Supervises and performs trail maintenance work on all hard and soft surface city trails. Utilizes a variety of tools and equipment. Constructs new trails, including cutting new tread and installing features such as water bars, drainage dips, retaining walls, rock steps, etc.
Ski Area Specific Duties: Supervises and operates and maintains ski area. Including customer service, signage, snowmaking system, lifts, lift shacks, and Howelsen Hill lodge. May perform snowmaking duties including carrying and moving snowmaking hoses and cords, digging out snow guns, adjusting nucleators, and relocating snow guns. May perform snow grooming activities including Nordic trails, green, blue, black and alpine terrain and ski jumps with a winch cat. May serve as a senior ski patroller or Ski Safety Coordinator.
General Duties Overall:
Directly hires, supervises, schedules, and trains all levels of full time Parks Technicians, temporary, seasonal and community service workers and contractors.
(Supervises, plans, schedules, and implements maintenance and operational activities designed to provide quality services for the division.
(Safely operates and supervises the operation of a variety of medium-sized to heavy construction and power equipment including backhoe, loader, snowblowers, dump trucks, dozer, class B tanker truck, graders, snow cats, winch cat, etc. in performing job duties. Performs pre-trip and post-trip inspections and fills out daily inspection sheets.
Safely operates and superverses the operation of light to medium construction and maintenance equipment such a pickup truck, tractors, water trailers, riding mowers, Zamboni, skate sharpener, ice edger, hand mowers, tillers, aerators, snow blowers, sprayers, spreaders, weed trimmers, pruning tools, golf carts, trenchers, grinders and handheld tools for the appropriate projects.
Supervises maintenance on all grounds and facilities; including painting of facilities; plows and clears snow from sidewalks and trails; mows and maintains greens; weeds; maintains sprinkler systems and assists in the repair and installation of sprinkler lines and heads; Carries out the seeding, fertilizing, topdressing, soil conditioning, aerating, watering, and the pest and weed control. Collects and disposes of trash; repairs and installs drainage structures, checks vehicles operated; performs related duties.
Supervises and performs locates of gas, telephone, power, television, water, and sewer lines from the appropriate sources prior to excavation.
Supervises and the construction of new facilities, including clearing, grading, drainage, and foundation work.
Frequently supervises, coordinates, and monitors the work of outside contractors as needed.
Supervises and performs maintenance and repairs sprinkler irrigation systems; installs or assists in installation of new sprinkler systems. Must be proficient in electrical and hydraulic systems for water pumps and irrigation systems.
Supervises and performs disease and pest control and horticulture as requested or needed. Aerates, eradicates weeds and removes plants as needed or requested. Reports the necessity for replacements as observed. Assists in applying chemicals, fertilizers, and other hazardous materials following all safety precautions.
Supervises maintenance of a variety of records relating to maintenance, construction, and inspection of parks systems.
Supervises maintenance operations resources and equipment regarding inventory control and resource allocation. Ensures equipment is maintained per fleet policy. Ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
Supervises setup, and cleanup of special events which may require flexed scheduling and working on holidays.
Cooperates with co-workers, supervisor and other departments to foster the spirit of a team environment.
Supervises, completes, and submits daily work reports, work orders, and payroll timesheets in an accurate and timely manner.
Leads safety trainings and promotes best practices for safety and accomplishing work tasks with industry standards
Promotes a culture of safety in the workplace and reports safety hazards when observed.
Provides courteous customer service; responds to questions and inquiries from the general public.
PERIPHERAL DUTIES
Serves on various employee or other committees as assigned.
May be involved in special projects that are directly or indirectly related to essential job functions.
Continues educational and certification requirements in order to remain abreast of current methods and procedures.
Possesses the skills and training to fulfill other Parks Technician duties within other divisions.Education and Experience:
(A)Graduation from high school education or GED equivalent, and
(B)At least three (3) years of experience as a Parks Maintenance Technician II for the City of Steamboat Springs; or
(C)Seven (7) years of experience in parks maintenance and operation
(D)Five (5) years of experience operating medium to heavy equipment and small equipment and hand tools.
(E)Any equivalent combination of education and experience.
Necessary knowledge, Skills and Abilities:
(A)Advanced knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities.
(B)Advanced skill in operation of some of the listed tools and equipment.
(C) Advanced knowledge of safe operational procedures in the use of heavy equipment, machines, tools, chemicals and toxic agents.
(D) Ability to perform heavy manual tasks for extended periods of time; Ability to work safely; Ability to communicate effectively; Ability to establish and maintain effective working relationships with employees, other departments and the public; Ability to understand and carry out written and oral instructions.

SPECIAL REQUIREMENTS
(A)Valid Colorado Driver’s License
(B)CPR/1st Aid certification within three (3) months of employment
(C)Minimum of two of the following (must be relevant to specific position): CDL, Certified Irrigation Technician, Certified Landscape Irrigation Auditor, Certified Arborist, US Ice Rinks Certified Ice Technician (requires 3 separate certificates), Safe Ice Re-surfacer Operations certificate, AA or BA in Horticulture, Certified Sports Field Manger, Certified Playground Safety Inspector, Backflow Inspection Certification, IMBA or OSI Trail planning, design and building course, Turfgrass Management Certificate, Qualified Supervisor Pesticide Applicator License, Advanced Snow Grooming, Ski Area Management Certificate, Colorado State University or equivalent, Ski Area Management Certificate, Slopes and Trail Maintenance Certificate I or II, Ropeway Maintenance Technician Certificate, CMC Ski Patrol Operations Certificate, or other approved education and certifications.
(D)Required to participate in “on-call” rotation during non-scheduled hours year-round (winter and summer).
