The City of Steamboat Springs Programs & Grants Division in the Deputy City Manager Department is pleased to announce we are hiring a Programs & Grants Manager.  Put your talents and skills to work to contribute to our vibrant community!

GENERAL PURPOSE
Performs a wide variety of highly responsible, complex, and diverse advanced level problem solving and professional duties to provide administrative, analytical, and technical support to the Deputy City Manager’s Office, including overseeing project management, facilitating groups, boards, and committees, and navigating complex and political projects and processes, and manage the City's grant efforts.
 
SUPERVISION RECEIVED
Works under the general supervision of the Deputy City Manager.
 
SUPERVISION EXERCISED
Exercises supervision over Grants Specialist position.
Serves as an Ambassador of the City of Steamboat Springs and uphold city values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.

Provides support directly to the Deputy City Manager by serving as a project manager of complex, interdepartmental or interagency, and political projects; expediting resolution of certain matters in the Deputy City Manager’s Office and providing special research and support to the Deputy City Manager.
 
Provides project management and support to the Deputy City Manager’s office in the areas of public policy, economic development, open space/land acquisition, sustainability, public art program, community survey, and general City operations.
 
Lead and facilitate cross-functional teams to implement a comprehensive performance excellence program (Baldrige) focused on aligning resources, processes, people, actions and results. Implement best practices and standardize processes to achieve operational excellence.
 
Identifies complex policy issues and work with departmental staff to create, present and implement comprehensive solutions.
 
Provides or coordinates staff support to a variety of boards and commissions; serves on intergovernmental and citizen committees; attends, facilitates and participates in professional group meetings; and stays abreast of new trends and innovations in the field of public administration.
 
Attends and presents at City Council/Board and Commission meetings and represents the Deputy City Manager or City Manager as needed.
 
Represents the Deputy City Manager’s office in various meetings, assisting with input and guidance to achieve an outcome that is beneficial to the greater good of the organization, community, and citizenry.
 
Interacts with Boards and Commissions, outside governmental agencies and non-profits, constituent representative groups, and other citizen groups relative to goals, actions and activities of the city.
 
Develops and/or assists in the implementation of new programs or enhancements to existing programs, and in operational analysis and recommendations for organizational structure.
 
Actively participates in the development of the City’s strategic plan and strategies to achieve stated goals.
 
Supervises, trains, mentors, motivates, evaluates, counsels, and disciplines subordinate staff.  Ensures staff provides accurate and timely data and information.  
 
Manages assigned operations to achieve goals within available resources; plans and organizes workloads; reviews progress and makes changes as needed.  
 
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares

annual budget requests.  

Grant Management
Oversees the city grant-seeking program.  

Works with City Departments and partner organizations to develop and implement successful projects.  

Assesses and provides guidance on the competitiveness of City and regional projects for grants and private funding.  

Works with the Director of Financial Services and department heads to integrate long-term grant strategies for city operations, Six Year Capital projects, and emerging priorities within the City’s budget process. 

 Continuously search for and identify funding opportunities and revenue enhancement activities that benefit the city and community.

Serve as a liaison between the city and awardee organizations.

Prepare, process, issue, and track grants/assistance awards and ensure compliance with reporting requirements.

PERIPHERAL DUTIES
Conducts research, drafts reports, and creates power point presentations.

Attends seminars and workshops related to duties and responsibilities.

Serves as a member of various employee and community committees
 

Education and Experience:

  1. Graduation from a four-year college or university with a degree in Business Administration, Public Administration, or related field; master’s degree preferred; and
  2. Five (5) years of increasingly responsible professional experience in municipal government or public sector management with at least two (2) years of administrative or supervisory responsibility; or
  3. Any equivalent combination of relevant education and experience. 

Necessary Knowledge, Skills, and Abilities:
  1. Considerable knowledge of municipal government operations, the Council/Manager form of government and political processes at all levels of government.
  2. In-depth knowledge of grants management and city grant projects, and funding sources.
  3. Effective facilitation and project management skills.
  4. Knowledge of performance improvement tools and utilizes them effectively to lead/facilitate teams.
  5. Ability to manage multiple projects and thrive in high performance organization.
  6. Ability to communicate complicated or abstract policy direction to many different groups.
  7. Demonstrated integrity, ingenuity, and inventiveness in the performance of assigned tasks.
  8. High level of emotional intelligence.
  9. Ability to supervise, lead and direct the activities of a city department or division. 
  10. Ability to work in a team environment.
  11. Ability to accurately record and maintain records; Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public; Ability to communicate effectively verbally, in writing and on-line.

Personal computer including Microsoft Office Suite, typewriter; telephone copy machine, fax machine and other pieces of modern office equipment.
