Assist the Building Official with the coordination of the building department functions and processes. Under limited supervision, perform commercial and residential plan review of construction plans for conformance to all applicable state codes and city ordinances and issue permits.  Conduct inspections on all commercial and residential construction projects for which permits have been issued to assure that construction adheres to approved permit plans, setback requirements and complies with adopted codes   Maintain proper records and reports of department activity including permits, inspections, violations and phone conversations relating to the duties of the department. Investigate and resolve complaints of code violations.  The essential functions of the position include, but are not limited to the following:
  • Assists in the coordination of the building inspection function of the City, including responsibility for plan checking for code compliance, permit issuance and inspection of all construction requiring permits.
  • Assists in the coordination of the review of building plans with various city departments to ensure plans are complete according to required standards and required services are available.
  • Checks construction plans for conformance to the state building, plumbing, accessibility, energy, mechanical and fuel-gas codes as well as related city codes and local ordinances.  Write technically complex plan review letter to address plan deficiencies.  Review revised plans and provide additional review comments. It is sometimes necessary to review multiple revision submittals and provide multiple review comments before full compliance is achieved.  Once compliance is verified, issue the necessary permits.
  • Conducts inspections on all construction projects to assure they adhere to approved plans, setback requirements and complies with adopted codes.
  • Maintains proper records of department activities including permits, inspections, violations  and phone conversations relating to duties of the department and complete related reports. Keep daily activity reports as necessary for review and evaluation.
  • Investigates complaints filed with the city, or noticed in the field, take appropriate enforcement actions to secure the correction of the problem and transmit corrective action to parties involved.
  • Keeps current on new materials and construction practices as well as code changes to ensure a thorough understanding of the building industry and code requirements.
  • Provides information and answers inquiries to improve the understanding of the public, homeowners, contractors or design professionals regarding building codes and permit submittal requirements.
  • Resolves complex and sensitive customer service issues, either personally, by telephone, in writing or email.
  • Maintains records and documents of customer service issues and resolutions.
  • Administers permitting function, including application processing, fee assessment and collection, permit issuance and computer logging of records to insure departmental reports are accurate and timely.
  • Establish and maintain a positive and effective working relationships with design professionals, contractors and the public to ensure a courteous, tactful and positive response along with conformance with the Building Codes and City Ordinances.
  • Keeps Community Development Director and Building Official informed on building permit and inspection activities
  • Provide work direction to Building Inspectors and Permit Technician
  • Assist Chief Building Official with the administration of state adopted codes and related city ordinances
  • Perform duties and accept other responsibilities as apparent or assigned.

Education, Certification and Licensure
  • High school diploma or GED certificate
  • BIT program or Construction Management Certification or greater
  • Certified Building Official Certification, 35 Hours of Continuing Education Units every 2 years
  • Valid driver's license with safe driving record
  • State Delegation Agreement for inspections or ability to obtain within 6 months of hire
Experience
  • 5 years of experience in building inspection, plan review, or related field. 
Preferred Qualifications:
Knowledge, Abilities and Skills
  • Experience in Commercial/Industrial Plan Review and Inspections, including multifamily.
  • 5 – 7 years of experience in building inspection & plan review. 
  •  ICC Certification for Commercial Plan Reviewer or Commercial Building Inspector
  • State Delegation Agreement for plan review or ability to obtain within 6 months of hire

Supervision Needed:  This position both (a) operates under minimal supervision based on overall objectives and available resources and (b) must make decisions based on inadequate guidelines that require considerable interpretation and force the employee to plan all the phases of the assignment and develop some new methods.
Supervision Given:  Moderate coordination of work with other individuals (Non-Supervisory)

Salary : $73,944 - $99,372
