10-25 Special Projects/ Innovation Officer (City Manager’s Office): The City of Stillwater is seeking a highly organized and motivated individual to manage administrative projects and activities by coordinating efforts across various divisions, departments, public agencies, and private sector representatives. This individual will act as a driver of project development, serving as a liaison to foster collaboration and ensure projects are completed accurately, on time, and within budget. The ideal candidate will support and pursue innovative approaches to enhance public service delivery while serving as a strategic advisor to the City Manager’s Office.
They will provide professional, administrative, and confidential assistance to achieve City Council goals and objectives. This role involves implementing organizational studies, updating operations, and driving improvements in program and service effectiveness and efficiency. The candidate will coordinate complex projects, oversee consultants, and lead efforts to streamline policies, procedures, and technology for organizational efficiency and cost-effective service delivery. They will utilize data-driven analysis to recommend improvements, facilitate change management, and track performance metrics. Acting as a management consultant, this individual will inspire and promote data-driven best practices and develop performance indicators to evaluate key initiatives.
Additionally, they will lead efforts to foster an organizational culture of continuous improvement and innovation, build partnerships with private, non-profit, and public entities, and engage citizens through focus groups and task forces. They will also identify and facilitate viable project funding opportunities, track financing and budgets, and analyze performance results to support decision-making. The role includes conducting complex internal management analyses, summarizing data into actionable insights, and coordinating tasks across departments to drive efficiency and operational improvements, with all other related duties as assigned.

Requirements: Bachelor’s degree in business, statistics, industrial engineering or related field, five years of increasingly responsible professional- level experience with analytics or performance management in executing large- scale performance, process improvements, or other projects. A valid driver’s license, Oklahoma driver’s license must be obtained within thirty days of hire.
Salary Range: $73,320.00- $86,528.00 annually DOQ plus a comprehensive benefit package including medical, dental, vision, life insurance, 401k, annual leave, sick leave, holidays, and personal days.
