The City of Stockton is seeking to fill a Program Manager III - Grants Manager to serve as a process improvement leader for the centralized Grant Management Division. This position will be responsible for managing the City's grant portfolio including training, quality control, compliance, reporting, and financial accountability. This position will work collaboratively with City Departments receiving grant funding to help facilitate maximum efficiency, regular and timely reporting, and real-time reporting capabilities utilizing best practices for centralized grant management. Grant coordination duties include the identification of outside grant opportunities; communication of identified grant opportunities and key requirements to departments and / or community partners; development and maintenance of a Citywide grants tracking system; and preparation of accounting, statistical, and narrative reports on grants. The Grants Manager will be part of the City's ongoing efforts to use data to drive performance, make key decisions, and ensure compliance with applicable regulations. The Grants Manager receives direction from executive management and lead direction to departmental staff on grants activities.The City of Stockton is seeking a self-motivated and technically proficient individual with strong analytical skills and organizational abilities. They will have the ability to communicate effectively, collaborate with a wide range of individuals, and have strong interpersonal skills including supporting and motivating staff. The incumbent will need to have compelling logical reasoning skills and sound problem-solving aptitude. Experience with effective grant administration techniques, budgeting, contracting, and interpreting federal and state regulations is desired.
The incumbent will work a City of Stockton 9 / 80 schedule : 7 : 30am - 5 : 30pm Monday through Thursday; 8 : 00am - 5 : 00pm Fridays, with every other Friday off.

Under administrative direction, performs a variety of professional level duties and responsibilities for implementation of Citywide strategic programs, including operational and / or other complex analyses; performs related duties as assigned.
CLASS CHARACTERISTICS
Incumbents in this management level classification are responsible, in addition to the above, for directing and managing compliance by departments with the policies and procedures of the program(s) under the supervision of this class. Work is done under the direct authority of the City Manager or departmental senior management due to the critical nature of the policies and programs. Assignments allow for a high degree of autonomy and administrative decision making in their execution. This class is distinguished from the general administrative support classes in that the duties relate specifically to administration of specialized programs.

Education / Experience :
Possession of a Bachelor's degree from an accredited four-year college or university with major course work in business or public administration or a closely related field, or the field of the program to which assigned, and four (4) years of experience managing or supervising highly visible programs or projects with major departmental or citywide impact.
Other Requirements :
