DEFINITION

The City of Stockton is seeking a high energy, business-minded, customer service warrior to fill the newly vacated role of Managing Director of Events and Parking. This is a highly visible position in the community; responsible for quality-of-life, City-owned assets ranging from the 12,000 seat Adventist Health Arena to the regionally treasured Pixie Woods children's play park; with marinas, citywide parking operations, and a historical theater also in the mix. Successful candidates will have an experienced background in the events industry with a strong sense of business acumen that can transcend three industries: Marine, Events, and Parking. The ability to juggle and prioritize multiple unrelated issues, requests, and/or projects is critical. Under direction of the Director of Economic Development, the Managing Director of Events and Parking plans, organizes, and directs citywide Parking, Event Venues, Special Events and Marina/Boat Launch enterprise operations. Responsibilities include development, implementation, and oversight of parking, marine and event facilities, policies, contracts/leases, services and resources; provides guidance and assignments to personnel to ensure department objectives are accomplished; meets and works with a wide variety of businesses, organizations, officials, and individuals, both public and private; and performs a variety of professional duties managing the division in the Economic Development Department.

CLASS CHARACTERISTICS

Incumbents in this management level classification are responsible, in addition to the above, for the management and oversight of Parking, Event Venues, Special Events and Marina/Boat Launch facilities and programs, including the management of permits, leases/contracts, and safety and traffic management coordination for mass gatherings. The incumbent is responsible for developing policies, goals, and objectives, supervising staff, and administering the Parking, Event Venues, Special Events and Marina/Boat Launch budgets. The Managing Director of Events and Parking must have the ability to reason and solve complex issues and exercise independent judgment to accomplish the Division objectives and meet the needs of the public. The Incumbent interfaces frequently with public officials, local agencies, non-profit organizations, event promoters, and the community.

PRINCIPAL DUTIES (Illustrative Only)

  • Plans, develops, and manages onsite and offsite parking personnel, facilities, and programs, including review of parking citations; participates in planning of activities and programs related to parking; recommends and implements policies and procedures;
  • Ensures parking operations are sufficient for the safety of public while attending mass gatherings and special events;
  • Develops policy, goals, and objectives for the Marina division; updates, develops, and implements program’s activities;
  • Responds to complaints, concerns, or requests for information for all aspects of Division- Marine, Parking, and Venues;
  • Responsible for the management of venues, including but not limited to, the Arena, Ballpark, Weber Point, Bob Hope Theater, Civic Auditorium, Oak Park Ice Rink, Pixie Woods Amusement Park, and other City event spaces;
  • Responsible for producing meaningful economic development tailored Special Events at Weber Point and Downtown Stockton including all necessary permit and crowd management;
  • Responsible for policy and operation of City’s childhood amusement park, Pixie Woods; meets and works with non-profit board to ensure maintenance and best operation of facility;
  • Coordinates and ensures permit requirements for event driven street closures, and crowd management, citywide;
  • Works collaboratively with City departments to maintain efficient operations of Special Events, Parking and Venues;
  • Participates in City’s emergency response planning and training;
  • Negotiates and manages sport tenant leases and long-term Marine leases;
  • Manages, directs and is responsible for personnel; and
  • Responsible for setting Division goals, tracking metrics and reporting progress.

Qualifications

Education/Experience:

Possession of a bachelor’s degree from an accredited four (4) year college or university with major course work in urban or regional planning, finance, real estate financing and development, public administration, business administration, political science, economics, event/venue management or a closely related field and five (5) years of management or supervisory experience of which has included responsibility for managing a city division or program. Venue/Crowd Management and/or Marine Operation Certification is highly desirable.

Other Requirements

  • Must possess a valid California Class C driver’s license.
  • Must be willing to attend meetings outside of normal working hours.

Knowledge Of

  • Emergency preparedness principles relating to mass gatherings and traffic management;
  • Laws and ordinances pertaining to regulation, safety, and enforcement of on/off-street parking, traffic management crowd control, and mass public gatherings;
  • Principles and objectives of municipal marina administration and operation laws, ordinances, maritime law, wharfage rules and regulations;
  • Principles, best practices, and safety requirements for mass gatherings/events and event facility operations;
  • Statistical analysis, project management and project/problem resolution; concepts of effective team building;
  • Administrative and management principles and practices, including budgeting, developing goals and objectives, planning, organizing, and employee supervision, training and evaluation;
  • Public procurement and contracting laws, rules, and regulations; and business community and neighborhood outreach and processes; and
  • Current market trends in event/venue management, lease agreements and permits; principles and practices in management and regulation of on-street and off-street parking.

Skill In

  • Making persuasive oral presentations of ideas and recommendations; negotiating and managing contracts/leases;
  • Preparing clear and concise management-level reports, correspondence, and other written materials;
  • Operating standard office equipment, including a personal computer;
  • Planning, coordinating, directing, and evaluating the work of subordinate staff;
  • Establishing and maintaining cooperative working relationships with a variety of citizens, public and private organizations, event promoters, boards and commissions, non-profits, and City staff;
  • Communicating clearly and concisely, verbally and in writing, with public speaking ability;
  • Analyzing situations, reviewing complex data, and developing appropriate solutions;
  • Relating positively to the public in a group setting or in a one-to-one situation;
  • Making sound decisions and meeting critical deadlines; and
  • Establishes program assignments and responsibilities for employees; provides technical and administrative policy guidance; makes recommendations to City leadership.

Physical/Mental Abilities

  • Mobility - Frequent sitting for long periods of time while operating a keyboard; occasional walking, bending, stooping, kneeling, reaching, twisting, pushing and pulling;
  • Lifting and Carrying - Occasional lifting and carrying of 10 pounds or less;
  • Vision - Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close up work;
  • Dexterity - Frequent holding, grasping, typing, repetitive motion and writing;
  • Hearing/Talking - Constant hearing and talking of normal speech in person and on the telephone; occasionally speaking in front of large groups of people;
  • Special Requirements – May require weekend, nights, or evening work;
  • Emotional/Psychological - Constant concentration, decision making and public contact; frequent ability to exercise sound judgment, especially under stressful situations; and working alone and traveling;
  • Environmental Conditions – Constant work within an office environment; occasional exposure to noise and outdoor conditions; and
  • Working Conditions - Primarily performed in an office environment which is typically moderately quiet, but may be loud at times.
