The City of Stockton is currently seeking a Senior Deputy Clerk to fill one (1) vacancy within our City Clerk's Office. The City Clerk's office is a highly confidential, fast paced, and professional department.

The ideal candidate will have experience in meeting preparation, agenda processing, taking minutes, and maintenance of records; possess excellent customer service skills, have the ability to effectively build and maintain collaborative working relationships, and have strong analytical skills. Other duties will include but not be limited to attending public meetings and ensuring compliance with the Ralph M. Brown Act requirements.

This is an At-Will (unclassified/unrepresented) position that reports to the City Clerk.Only those applicants who best fit the needs of the City will be referred to the hiring department. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Under general supervision, the Senior Deputy City Clerk performs technical work related to special projects and administrative assignments in the City Clerk's Office; assists with Fair Political Practices Commission (FPPC) filings; responds to questions ad refers individuals to appropriate agency, provides public records as requested; trains and assists incumbents, candidates, and the public in the use of on-line campaign filing system; trains and provides support to City staff in the use of agenda management software. This classification is designated only to the City Clerk's office.

CLASS CHARACTERISTICS

This is the senior-level at-will classification in the Deputy City Clerk series. This class is distinguished from the Deputy City Clerk I/II level by the greater complexity and difficulty of the duties assigned. Incumbents are responsible for independently performing administrative duties related to special projects such as processing elections and/or providing training and assistance to committees and candidates regarding regulations and requirements, and may train and provide support to City staff in the use of records management and agenda management software. This level may require the application of special technical skills and performs administrative duties within a framework of standard policies and procedures.

PRINCIPAL DUTIES (Illustrative Only)

  • Performs difficult, complex, and specialized or technical records maintenance work requiring sound independent judgment, the application of special technical skills, or knowledge of detailed or specialized activities related to Records Management.
  • Reviews agendas, resolutions, and ordinances for appropriate follow-up actions; assigns tasks accordingly.
  • Supports the citywide Records Management Program, exercising sound independent judgement, the application of special technical skills, or knowledge of detailed or specialized activities related to records management to maintain the City's records retention schedule of official documents in a personal computer system and to arrange for the disposition of records by scanning, document imaging, or storage.
  • Produces annual Maddy Act Report, updating throughout the year as needed.
  • Assists in the execution of the biannual update, and City Council adoption of the City's Conflict of Interest Code.
  • Assists in the execution of the annual Statement of Economic Interest (Form 700) filings.
  • Receives and maintains Municipal Code updates.
  • Provides support and administers a variety of complex special projects and administrative assignments including, but not limited to, the processing the City's board and commission recruitments, conducting applicant interviews, preparing staff reports to the City Council to make appointments, and administration of the Oath of Office for successful appointees.
  • Researches and responds to highly complex inquiries regarding administrative and legislative policies and procedures and historical documentation.
  • Operates standard office equipment, including a personal computer; provides customer service in person and on the phone.
  • Researches and identifies technology needed to best meet the needs of the department; arranges for vendor demonstrations and assists in the evaluation of software; provides technical training and support to employees relative to departmental activities and assignments.
  • Independently composes correspondence related to responsibilities assigned; assists in developing and writing office procedures manual. Serves as Legislative Secretary at various City boards and commission meetings, as well as for City Council meetings as assigned; takes minutes for permanent record; prepares a written synopsis of actions taken during the meetings; processes appeals to administrative decisions;
  • Prepares correspondence, reports, forms, and specialized documents from drafts, notes, dictated tapes, or brief instructions; maintains the City Clerk's Department Internet web page; may speak in front of large groups.
  • May oversee daily work activities of other staff on a project basis; prepares office payroll.
  • Assists the City Clerk in the preparations of elections.
  • May provide confidential support work.
  • Performs other duties as assigned.

Qualifications

Possession high school diploma or GED; AND four (4) years of qualifying administrative office experience, preferably in records maintenance. Additional qualifying education in records management or political science may be substituted for the experience requirement on a year-for-year basis.

Other Requirements

  • Must possess a valid (two years old or less) typing certificate for at least 45 net words per minute from a recognized organization.
  • Must possess a valid California Class C driver's license.
  • Enrollment in the International Institute of Municipal Clerks within the first two years of appointment is highly desired.

Knowledge of

  • Principles, practices, methods, and techniques of records classification and retention, including the use of computer-based records retrieval systems, microfilm/microfiche, and document imaging;
  • Modern computer user applications, including word processing, electronic signatures, and microcomputer and mainframe computer applications;
  • City, State, and Federal laws related to City Clerk Office functions, including legal notification requirements and municipal election laws and procedures.
  • Modern office practices and procedures and the operation of standard office equipment;
  • Government codes pertaining to records management and the Public Records Act.

Skill in

  • Readingand interpreting complex rules, policies, and procedures;
  • Organizing, prioritizing, and coordinating work activities;
  • Composing routine correspondence from brief instructions;
  • Maintaining accurate records and files;
  • Operating standard office equipment, including a personal computer;
  • Dealing tactfully and effectively with those contacted in the course of the work;
  • Using initiative and exercising sound judgment within established guidelines.

Physical/Mental Abilities

  • Mobility - Frequent sitting for long periods of time while operating a keyboard; occasional walking, bending, squatting, climbing stairs, climbing ladders, kneeling, and crawling and twisting;
  • Lifting - Occasional lifting and/or carrying up to 25 pounds or less;
  • Vision - Constant use of overall visual capabilities, reading fine print and PC screens; reading and producing printed material, frequent need for use of color perception;
  • Dexterity - Frequent typing, holding, grasping, pushing, pulling, and repetitive motion;
  • Hearing/Talking - Constant hearing and talking of normal speech in person and on the telephone; frequently over noise, and the ability to detect specific noises and proper equipment operation;
  • Special Requirements - May require occasional weekend, night, or evening work; may require occasional driving;
  • Emotional/Psychological - Constant concentration, decision making and public contact; frequent ability to exercise sound judgment, especially under stressful situations; and ability to work alone;
  • Environmental Conditions - None; and
  • Working Conditions - Primarily performed in an office environment, which is typically quiet; public meeting locations may be loud at times; duties may also be performed outside of City Hall.
