Under minimal supervision, performs critical management and administrative work serving as second-in-command and assisting the Director of Libraries in planning, organizing, monitoring, and directing the day to day operations of the Suffolk Public Library System.  Work involves ensuring that all library services are in alignment with the library's strategic goals and are implemented effectively at each library location.  Assists the Director of Libraries in supervising, training, and evaluating subordinate staff, establishing standards for services and collections, preparing annual library budget, researching and formulating long range goals, developing policies, and planning and evaluating programs, services, and goals for the entire Suffolk Public Library System.  Handles personnel concerns, citizen concerns, attends meetings, and meets with city and other contacts to facilitate the overall operations of the Library System.  Serves in the absence of the Director of Libraries.  Employee must exercise initiative and independent judgment in determining the propriety and scope of programs to be offered through the department, and in all other phases of the work.  Reports to the Director of Libraries.

Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee concerns, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

Supervises and evaluates library operations, programs and services by making site visits and meeting with Library Managers.

Performs library service development by assessing library service delivery for quality and value, developing programs and services that meet the needs of the public, and working with granting agencies to obtain funding for projects.

Participates in library-wide planning and decision making as a member of the Library Executive Team.

Coordinates programs and services by working with agencies and organizations outside the library to develop programs or mutual interest, working with City departments, and ensuring that library services are reaching the community.

Acts as a mentor to staff by assisting with their professional development and morale, and providing assistance as needed.

Assists Director of Libraries in formulating, preparing, and presenting the annual operating and capital projects budget.Serves as Project Manager on many projects.

Identifies issues, concerns, staffing and program operations for the entire department.

Receives and/or reviews various records and reports including monthly reports, payroll and timesheets, budget reports, and statistical charts.

Prepares and/or generates various records and reports including forms and checklists, spreadsheets, annual reports, monthly reports, memorandums of understanding, and contracts.

Serves as the Director of Libraries in his/her absence.

Interacts and communicates with various individuals and groups such as Friends of the Library President, civic and community groups, patrons, City agencies and departments, consultants, subordinates, and the general public.

Performs other related duties as required.
Master's Degree in an ALA accredited program in Library Science and 5 years professional level experience in a library setting, including 3-5 years of administrative/supervisory responsibilities; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.  Requires a valid driver's license.
Knowledge of the methods, procedures and policies of the Suffolk Public Library System as they pertain to the performance of duties of Assistant Director of Libraries.

Knowledge of the theories, concepts, principles, and practices of modern library management, principles and practices of library science, library techniques, systems, working tools and procedures, principles of supervision, organizations and administration.

Ability to plan organize, and administer a public library system and plan and direct the work of the library and staff.

Knowledge of the financing sources and programs available through State and Federal funding agencies for library programs, and of the requirements and standards for obtaining and retaining State and Federally funded programs.

Knowledge of the requirements, policies and procedures of various media outlets necessary for promotional activities.

Ability to plan, direct and coordinate the work of a professional, technical, clerical and volunteer staff.

Ability to exercise independent judgment in the interpretation and application of regulations to daily departmental operations.

Ability to effectively express ideas orally and in writing. Is able to exercise tact and courtesy in contact with public officials, civic groups and the general public.

Ability to establish and maintain effective working relationships with subordinates, public officials, community leaders and professional groups.

Ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.

Ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants.

Ability to read a variety of reports, letters and memos, budget reports, purchase orders, payment vouchers, payroll forms, etc. Requires the ability to prepare correspondence, reports, forms, budgets, studies, grant proposals, etc., using prescribed formats and conforming to rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence.

Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including accounting, personnel and marketing terminology.

Ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages.

Ability to inspect items for proper length, width and shape.
