Under limited supervision, performs technical work in the Planning and Community Development Department. Work involves reviewing drawings and specifications to ensure compliance with the Uniform Statewide Building Code, national model codes, federal requirements, and applicable requirements for accessibility. Work also involves providing information and advising contractors, architects, engineers, and the general public. Employee is also responsible for assisting in investigations and research of structures. Employee is also responsible for maintaining a variety of records and files. Employee must exercise initiative and independent judgment in ensuring compliance with codes, and in completing other assigned tasks. Employee must also exercise tact and courtesy in frequent contact with contractors, property owners and the general public. Reports to the Building Official.

- Provides technical assistance to citizens, contractors, engineers, architects, etc., in person and via the telephone; responds to appointment requests for practical assistance from citizens.
- Reviews residential architectural drawings to ensure compliance with Uniform Statewide Building Code and referenced national model codes; prepares plan review correction correspondence.
- Reviews commercial/industrial/business architectural drawings and specifications to ensure design compliance with the Virginia Uniform Statewide Building Code, referenced national codes, and federal requirements.
- Develops and assists in the development of departmental reports, computer queries, program enhancements, and future programs.
- Attends meetings with relation to commercial projects and code investigations; coordinates project starts with other departments.
- Assists and instructs departmental clerical personnel on a variety of subjects including content of applications, clarity of plans, computer usage, and printer usage.
- Conducts field inspections of construction sites, as requested; advises others of code requirements.
- Performs the duties of the Building Official in his/her absence; mediate problems between inspectors and contractors or owners; aides in the preparation of reports, memos, and correspondence.
- Conducts inspections as required by the Building Official.
- Maintains a variety of records and files.
- Performs code research to answer questions for various entities
- Provide applicable information for owners, architects and contractors to resolve their conflicts.
- Attends training classes and seminars.
- May perform the duties of the Permit Technician.
- Performs other related duties as required.
Bachelor's degree in engineering, surveying, drafting, or a related field, and 3 to 5 years of experience in inspection or engineering work; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Possession of a valid driver's license.
Possession of certification from the Commonwealth of Virginia at the levels specified by the City and State for area(s) of plan review or the ability to obtain this Plan Reviewer certification within a period not to exceed eighteen (18) months after their original appointment.
Preference for Certification from ICC and/or State Board of Housing and Community Development for Residential and/or Commercial Plans Examiner.
Possession of certification from the Commonwealth of Virginia at the levels specified by the City and State for area(s) of plan review or the ability to obtain this Plan Reviewer certification within a period not to exceed eighteen (18) months after their original appointment.

- Knowledge of the principles, practices and objectives of plan review and code enforcement.
- Knowledge of City ordinances and codes, and related land use regulations.
- Knowledge of the geographic and socio-economic layout of the City.
- Knowledge of the current literature, trends, and developments in the field of plan review and code enforcement.
- Ability to use manual and automated drafting tools and equipment.
- Ability to effectively express ideas orally and in writing.
- Ability to exercise considerable tact and courtesy in contact with municipal, State and Federal officials and the general public.
