The Substation Technician is a skilled position and responsible for the installation, maintenance, troubleshooting, and repair of electrical and mechanical equipment at the electric distribution substations and other facilities of the Utility. This position, working independently or on a team, is also responsible for supervisory control involving the operation of the electric and/or water distribution system, meter testing/installation, and general troubleshooting/repair of electronic devices for substations and water department facilities.

Essential Job Functions
- Performs inspections and submits reports relating to the performance and condition of the electric substations on behalf of SPU and the American Transmission Company (ATC).
- Informs Supervisor on Substation Maintenance Schedules and planned/unplanned Outages.
- Repairs substation circuit breakers, voltage regulators, and other equipment.
- Evaluates, recommends and implements the electric and water SCADA system.
- Maintains existing electric and water SCADA systems and interprets data to maximize overall performance.
- Inspects and maintains substation battery banks and related equipment.
- Inspects and maintains high voltage distribution breakers and relay controls.
- Maintains vegetation at and around electric substations relating to structure and equipment interference.
- Installs, maintains, replaces, and repairs electrical wiring in the substations and other facilities.
- Interprets data from electronic protective relays and evaluate data.
- Operates high voltage switches, breakers and disconnects manually, locally and by supervisory control using a SCADA system.
- Grounds High Voltage Equipment inside the electrical substation.
- Performs oil sampling of transformers, breakers and Load Tap Changing Devices (LTC).
- Analyzes system-level interruptions for electric distribution department.
- Assists with power quality complaints and conducts voltage\amperage test to determine defects.
- Troubleshoots Variable Frequency Drives, PLC's, HMI's, and instrumentation.
- Assists with meter installation wiring for industrial meters, including current transformers and potential transformers for poly-phase metering.
- Tests, cleans, repairs, recalibrates, and rebuilds residential, commercial, and industrial meters.
- Prepares and maintains necessary records and reports related to advanced metering infrastructure (AMI).
- Operates various equipment, including trucks, backhoes, and powered hand tools.
- Performs related work as required.
Requirements of Work
Requires high school diploma or equivalent (GED) plus technical training in electronics or any equivalent combination of education and experience providing the knowledge, abilities and skills:
Knowledge of
- Extensive knowledge and experience of electrical generation, substations, and distribution systems.
- Knowledge of the installation, testing, and repair of single and three phase electric meters.
- Knowledge of the methods and techniques of electrical wiring.
- Knowledge of and ability to work from sketches and prints, including logic diagrams, electrical schematics, and mechanical drawings.
- Extensive knowledge of electronics with the ability to read and understand electronic diagrams and schematics.
- Thorough knowledge of the occupational hazards and necessary safety precautions.
- Knowledge and experience with personal computers and programs.
- Ability to complete a state-indentured Substation Technician Certification program.
- Ability to work independently and to understand and carry out complex oral and written instructions.
- Ability to establish and maintain effective working relationships with the public, superiors, contractors, and fellow employees.
- Ability to solve equations associated with the electric utility industry.
- Ability to define problems, collect data, establish facts, and draw conclusions.
- Ability to maintain and repair basic electric and electronic systems in the substations and SCADA.
- Ability to operate a bucket truck/aerial lift and be able to perform rescue if needed.
- Skill in locating and repairing defects in electrical systems, electronic systems and equipment.
- Skill in the use of electrical utility trade tools and testing equipment.
NECESSARY SPECIAL REQUIREMENTS:
- Valid Wisconsin driver's license.
- Knowledge of First Aid and CPR.
- Employee is required to be on stand-by call and report promptly as needed.

- The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell.
- The employee may occasionally lift and/or move objects up to 50 pounds.
- The noise level in the work environment, on occasion, may exceed 85 decibels and require hearing protection.
