The purpose of this position is to perform complex professional work under general direction, in a typical office setting, assisting the Building Official/Director and the Assistant Building Director in all aspects of the administration of the Building Department.
Position Scope:
This is a management position and Essential Personnel position.

Responsible for managing UKG workforce functions for general staff within the Building Department. Duties include reviewing and approving timesheets, processing time-off requests, and maintaining staff calendars.
Ensures accuracy in final timesheets and generates UKG reports as needed.
Oversee the renewal process for all licensed staff, ensuring timely compliance with deadlines and processing payments as required.
Assist with the Miami-Dade Board of Rules and Appeals (BORA) to facilitate certification for new and existing employees.
Evaluate departmental training needs and identify relevant training opportunities.
Facilitate approvals and process payments for both on-site and off-site staff training.
Track and ensure employees meet the required continuing education hours necessary to maintain licenses and certifications.
Assist in the hiring process by updating job descriptions, coordinating onboarding for new employees, and ensuring a smooth transition into the department. Participate in interview panels and collaborate with the Human Resources Department to schedule and facilitate interviews.
Creates and update Standard Operating Procedures (SOP) and policies.
Maintain working knowledge of overall city policies and procedures to ensure the department is complying with universal policies, as well as internal department policies.
Assesses departmental needs for budgeting purposes. Utilize finance software to generate requisitions, process purchase orders, and manage invoice payments.
Oversee the procurement, availability, and management of materials necessary for department operations.
Research and recommend new products and resources that enhance efficiency and improve services for both residents and city staff.
Monitor customer service performance through department quality surveys and feedback mechanisms.
Prepare reports to assess service levels, identify areas for improvement, and enhance overall customer satisfaction.
- Performs other related duties and special projects as assigned.
Knowledge of Florida Building Codes and State Statutes.
Leadership skills including the ability to plan, organize, and train. Strong computer skills including Microsoft Office Word, Excel, and permitting software; some knowledge of Microsoft Office Outlook and Access.
Strong communication skills including preparing and presenting reports to the Department Management and the general public.
Ability to respond effectively to the most sensitive inquiries or complaints, and make difficult decisions recognizing established precedents and practices.
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Bachelor’s degree from an accredited college or university with major course work in public administration or related area supplemented by five (5) years’ experience in local government required. Building, Code Enforcement, Zoning and/or Planning department experience desired, or any acceptable related combination of training and experience.
Valid Florida Driver’s License required.

Salary : $85,634 - $140,440
