SUPERVISING LIBRARIAN - CHILDERN AND TEENS

Regular Full-Time Employment Opportunity

The City of Sunnyvale is seeking a Supervising Librarian for Children's and Teen Services at the Sunnyvale Public Library. Under general direction of the Superintendent of Libraries, the Supervising Librarian develops, implements, and evaluates children and teen services to the public with a focus on community engagement and innovation. They provide strong leadership for children and teen's services to deliver services, programs and resources in response to community needs. The Supervising Librarian manages a high-performing team of 5 full-time and 2 part-time librarians.

The Supervising Librarian is a coach, mentor, and guide with proven skills in leading people and managing programs and budgets. They will be a highly collaborative, motivated and customer-focused individual with excellent communication skills. The ideal candidate will want to be part of a dynamic leadership team, is willing to take risks, and be energized to change. Previous experience demonstrating successful collaborations with school and community partners is highly desirable.

Under general direction of the Superintendent of Libraries, plans, organizes, directs and supervises public library services for a program area within the Library and Recreation Services Department such as children's / teen; technical services; information technology; adult / collection development; performs a variety of technical tasks relative to an assigned area of responsibility; and performs related work as required.

The Supervising Librarian position is in the Library division of the Department of Library and Recreation Services (LRS). LRS encourages the growth and development of a strong community by providing life-long learning opportunities, safe and welcoming spaces for community engagement, and life skills support for persons of all ages and abilities. This position works occasional nights and weekends in support of library programs and services. Additionally, the City of Sunnyvale :

  • contributes 4% of the 7% employee contribution to CalPERS for classic members;
  • contributes 2% of an employee's gross pay to a deferred compensation plan, and
  • provides fully employer paid medical, dental, and vision benefits.

DISTINGUISHING CHARACTERISTICS

The Supervising Librarian is a supervisory classification. This classification is further distinguished from the lower-level classification of Librarian in that the Librarian does not have supervisory responsibilities.

Essential Job Functions

May include, but are not limited to, the following) :

  • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the development and implementation of library services and programs; implements policies and procedures.
  • Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the day-to-day operation of a program area.
  • Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
  • Participates in budget preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures.
  • Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Oversees the preparation of library materials for easy access and use by the public by ensuring the accurate cataloging and processing of materials.
  • Oversees public access information technology; monitors and maintains the reliability of the integrated library system; maintains computers and other equipment.
  • Researches and selects collection materials for assigned program; prepares and publicizes program events and services.
  • Plans, schedules and provides services for various patron groups.
  • Represents the department on a variety of committees and task forces.
  • May be assigned short-term management responsibility for the Public Library, during evenings and weekends.
  • WORKING CONDITIONS

    Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books and documents weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

    Minimum Qualifications

    Education and Experience :

    The minimum qualifications for education and experience can be met in the following way :

    A Master's degree from an accredited college or university in Library and Information Science or related field; AND

    Four years of professional public library experience which includes some lead or supervisory responsibilities.

    Knowledge of :

  • Principles and practices of modern public library organization, materials, operations and services.
  • Principles and practices of supervision, training and performance management.
  • Principles and practices of budget monitoring.
  • Automation commonly used in library operations.
  • Principles of program development, implementation and marketing.
  • Collection development practices.
  • Office methods, procedures, software and equipment.
  • Principles of safety management.
  • Pertinent local, State and Federal laws, ordinances and rules.
  • Ability to :

  • Organize, implement and direct assigned library program operations and activities.
  • Interpret and explain pertinent City and department policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend policies and procedures related to assigned program.
  • Maintain accurate and orderly records;
  • Operate a computer using word processing and business software and other office equipment.
  • Communicate effectively both orally and in writing.
  • Establish, maintain and promote positive and effective working relationships with employees, other agencies and the public.
  • Ensure the City's philosophy of successful customer service is understood by all subordinate employees and carried out in all forms of communication.
  • Observe safety principles and work in a safe manner.

    Licenses / Certificates :

    Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

  • Experience implementing and maintaining a wide variety of library programs including virtual library.
  • Ability to speak other languages that represent the demographics of the community.

    SELECTION PROCESS Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview with the Library and Recreation Services Department tentatively scheduled for the week of March 3, 2025.

    Any candidate selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a comprehensive background investigation, as well as medical exam(s) administered by a City-selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history.
