NATURE OF WORK
This classification involves planning and implementing the City’s Capital Improvements Program. An employee in this position develops a long-term plan for building and improving the City’s buildings, facilities, and utility infrastructure; coordinates the planning and implementation of the various construction projects for the City; schedules, assigns, and monitors projects; negotiates fees; and updates/communicates statuses with City Management and the public. An employee in this position is responsible for supervising a staff of comprised of project managers, projects coordinator, personnel inspecting construction, and an administrative position. This position also develops budgets; resolves project issues; conducts field visits; coordinates change orders and allowance authorizations; and approves payments.

ESSENTIAL JOB FUNCTIONS
- Oversees the design and construction of Capital Projects for the City.
- Prepares and implements the Capital Improvement Program.
- Makes decision on project priorities and staff assignments
- Assists in the coordination of consultants, project agreements and continuing service agreements, negotiation of contracts and change orders, bid evaluation, space planning, and resolution of contractual disputes and claims.
- Reviews and approves related invoices, pay applications, change order requests, and check requests.
- Coordinates in the development of complex and difficult building and public works construction projects; reviews and verifies consultants’ invoices and recommends approval for payment; reviews consultants’ plans and specifications at various stages of development for conformance to budget funding; suggests changes, additions, and corrections; monitors consultants’ cost estimates; and schedules, attends, and writes reports of meetings with consultants and City agency representatives.
- Coordinates the development of building and public works construction projects with City departments that will occupy, use, or maintain facilities; develops conceptual plans which resolves conflicts between City departments over space allocations.
- Coordinates bid advertisements, printing, and distribution of plans and specifications to bidders; attends pre-bid conferences with contractors and consultants on complex building and public works construction projects; assists in the evaluation of bids and makes recommendations for award of contracts.
- Coordinates signing of contracts with contractors.
- Prepares budget for assigned area; coordinates with various internal Departments and prepares budgets for each project.
- Supervises assigned staff; manages staff time; approves time sheets and time off.
- Maintains contracts, agreements, and project records.
- Updates City website related to Capital Projects programs and project updates.
- Performs related work as required.
- Bachelor’s degree from an accredited school
- Bachelor's degree in architecture, engineering, building construction, or a closely related field preferred
- Extensive related work experience in the design construction, and management of construction projects.
- Registrations required: Architect, or Engineer, by the state of Florida.
- Must possess a valid driver’s license with an acceptable driving record.
- Must obtain a valid Florida driver’s license prior to hire.
PHYSICAL REQUIREMENTS
Work Environment:
- Work is performed primarily in a standard office environment and data center rooms and closets with some travel to different sites; incumbents may be required to work extended hours including but not limited to evenings, weekends and holidays.

- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.
Physical:
- Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Occasional climbing on ladder or stool to reach or mount equipment.

- Skilled in using Office and department software.
- Ability to inspect complex projects under construction for conformance to contract documents.
- Ability to interpret architectural/engineering drawings and specifications related to complex building construction projects.
- Ability to review and suggest changes, additions, and corrections in detailed plans and specifications of construction projects.
- Ability to interpret pertinent laws/regulations and enforce compliance with building designs and construction schedules.
- Ability to establish and maintain effective working relationships with consultants, contractors, supervisors, and departmental officials.
- Ability to analyze bids and make recommendations for award of contract.
- Ability to conduct meetings with consultants, contractors, and representatives of user agencies.
- Ability to express ideas clearly and concisely, both verbally and in writing.
Salary : $104,600 - $147,796
