NATURE OF WORK
This classification involves professional, support planning work for the City. An employee in this position administers and enforces zoning codes and regulations; reviews permit applications including residential/commercial building permits, sign permits, paint permits, and special event permits for compliance with the Land Development Code; reviews outdoor seating permits, group home applications, and alcohol license applications; and generates Zoning Verification Letters. This position also provides customer service to applicants, residents, and business owners in assisting them with development applications and building permits and responding to their inquiries.
ESSENTIAL JOB FUNCTIONS
- Provides customer service to applicants, residents, and business owners by assisting in processing and reviewing development applications, building permits, and other regulatory measures.
- Answers questions; researches inquiries; and assists with permit applications.
- Reviews permits and plans for compliance with zoning regulations; examines plans and surveys for compliance with appropriate regulations and special requirements.
- Coordinates review of Special Event Permits with multiple review agencies.
- Creates Zoning Verification Letters.
- Reviews some planning applications requiring advisory board or commission approvals such as waivers or for exceptions; assists in preparation and assembling of technical data to be presented.
- Ensures that business tax receipts are issued in accordance with the provisions of the appropriate zoning regulations.
- Reviews and processes administrative applications (approvals for alcoholic beverage licenses, group home, restaurant outdoor seating; gran open banner; and paint permits).
- Reviews and coordinates processing of Special Event Permits with multiple agencies.
- Performs site/field inspections to ensure compliance with plans.
- Manages related databases of information; updates as needed.
- Assists in the preparation and assembly of technical data; presents data to various entities.
- Disseminates information (oral and written) regarding land development principles and practices; explains zoning standards and regulations to applicants, public agencies, other departments, and the public in general.
- Researches, drafts, and reviews proposed Land Development Code amendments.
- Attends assigned meetings.
- Coordinates monthly updates to assigned reports.
- Performs related work as required.
- Graduation from an accredited college or university with a Bachelor's Degree
- Bachelor's degree in urban planning or a closely related field. desired
- Master's Degree is preferred and may be substituted for the professional experience
EXPERIENCE AND TRAINING
- Basic professional experience in urban planning or a closely related field or any combination of education PLUS experience.
- Master's Degree may be substituted for the experience.
- Must be proficient in Microsoft Office applications including Word and Excel.
- Proficiency in Geographic Information Systems (GIS) and permit tracking software is desirable.
NECESSARY SPECIAL QUALIFICATIONS
- Must possess a valid driver’s license with an acceptable driving record.
- Must obtain a valid Florida driver’s license prior to hire.
PHYSICAL REQUIREMENTS
Physical:
- Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of standing observation may be required during field activities. Must have the ability to safely operate a City issued motor vehicle.
Work Environment:
- Work is performed primarily in a standard office environment. Tasks are regularly performed without exposure to adverse environmental conditions.
Sensory:
- The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the general public.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of zoning regulations, administration, enforcement procedures, and related codes, ordinances, regulations, and procedures.
- Knowledge of current technology, including Microsoft Office, Geographic Information Systems (GIS,) and permit tracking software.
- Knowledge of recent developments, current literature, and sources of information regarding zoning.
- Skill in using Office and department software.
- Ability to read and interpret building and development plans/specifications and legal documents relative to the provisions of the regulations being administered.
- Ability to accurately track and route multiple plans/projects successfully.
- Ability to detect and identify any plan deviations from the established zoning regulations and specifications.
- Ability to meet and work with the general public and to explain and enforce regulations firmly, tactfully, and impartially.
- Ability to collect, analyze, and organize information and formulate recommendations.
