Tacoma Public Utilities Power Transmission & Distribution (T&D) division is looking for a Power Field Operations Supervisor, Sr to join their team. This position is responsible for supervising within the Transmission & Distribution (T&D) Construction and Maintenance (C&M) Line group. This position has the responsibility to give direction and oversee the repair, maintenance and construction of the overhead and underground transmission and distribution activities related to the North and South Service Centers including Trouble Crews and Flaggers.

This position is also responsible for providing knowledge, skills, ability and safety training; enforcing core values, standards, work practices, regional requirements, codes, policies, procedures and agreements; communicate goals, milestones and direction; evaluate performance and provide feedback, mentoring, coaching, counseling and discipline to approximately 100 employees working in the areas mentioned above.

Responsibilities Include:

  • Supervises staff associated with power line, construction and maintenance, to include conducting performance evaluations, coordinating training and implementing hiring and discipline/termination procedures.
  • Prepares and administers the unit budget; approve purchases and monitors expenditures.
  • Develops and administers operating procedures and work standards.
  • Conducts safety meetings; ensures all workplace safety requirements are met; ensures that all safety-related incidents are reported in compliance with the city's safety policies and procedures.
  • Evaluates needs and provides input on capital projects, operating and maintenance budgets.
  • Inspects equipment and facilities including new construction and additions.  
  • If assigned to high-voltage electric power:
    1. Manages planned and unplanned power outages; provides technical consulting on outages and operational issues on-call 24/7.
    2. Collaborates with higher level staff for NERC planning and compliance.
Minimum Education*
High School Diploma or equivalent and completion of an electrical apprenticeship, or completion of a 2-year trade/technical school specializing in electrical, machining, fabrication or heavy equipment trades; or bachelor’s degree in electrical engineering, electronics or directly related field

Minimum Experience*
6 years of related industry experience, including: four (4) years as a journey electrician working on high voltage equipment, journey hydroelectric or power generation mechanic or operator working on power generation equipment; or six (6) years as a Hydro Utility Worker; or six (6) years as a NERC (North American Electric Reliability Corporation) certified system operator; experience must also include at least one (1) year of lead/supervisory experience. 

*Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements
Incident Command Certification
First Aid/CPR Certification
State of Washington Driver's License

Some positions may require additional licenses and / or certifications, including:
Qualifying journey-level high-voltage electrical certification
Completion of annual training and passing comprehensive personal risk assessment (background check) prior to employment and every five years thereafter as required by federal regulatory requirements (NERC-CIP) and/or NERC BITO or RC Certification  Technical Skills:
  • Knowledge of power plant operation and maintenance practices
  • Knowledge of theory and practice of electricity, mechanics and hydraulics
  • Knowledge of applicable laws, codes, regulations, policies and procedures
  • Labor practices, collective bargaining agreements, and human resources related issues
  • Utility safety practices and environmental protection, safety, and health protection standards
  • City's HR policies and procedures (FMLA, ADA, discipline, etc.)
  • Total Quality principles and practices
