General Statement of Job

Performs routine to moderately complex technical activities pertaining to the safe operation and preventative maintenance of the city's vehicle and equipment fleet. Work involves conducting safety and emission inspections, performing preventive and corrective maintenance to vehicles, equipment, and systems, and guiding lower-level personnel on proper equipment operation, diagnosis, repair, maintenance, and inspection methods, techniques, and procedures.

Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises some independent judgement to determine the best approach by using and interpreting policies and procedures. Reports to the Senior Fleet Mechanic or designee.

Essential Job Functions

Repairs a wide variety of vehicles, equipment, and their integrated mechanical, electrical, hydraulic, pneumatic, and computerized component and sub-component systems.

Isolates cause of malfunction by using diagnostic and other troubleshooting equipment; performs minor bodywork when necessary and ensures proper functioning.

Repairs, replaces, and adjusts parts such as brakes, steering systems, pumps, hydraulic rams, and all other automotive vehicles systems; tunes engines and aligns wheels.

Rebuilds engines, transmissions, rear-end assemblies, differentials, carburetors, and related components; performs tests on rebuilt units for proper operation.

Analyzes and diagnoses malfunctions in electronic and computerized fuel and ignition systems.

Uses the city's computerized fleet management system to record labor, material, and equipment utilized in making repairs.

Adjusts and repairs front and rear wheel and / or multi-wheel drive vehicles and installs, adjusts, or repairs air-conditioning systems.

Cleans and changes filters on automotive equipment, checks compressors, radiators, radiator hoses.

Operates computerized diagnostic equipment and shop tools such as grinders, vacuum gauge, voltage and regulator tester, wheel balancer, wheel pullers, air tools, scope, timing light, and various hand tools and other equipment standard to automotive repair work.

Performs preventive maintenance on all city vehicles and trucks, small and heavy equipment, backhoes, bulldozers, and tractors; determines off-line repair schedules, coordinating repair time with operators.

Responds to field sites and roadways to perform emergency road service on city vehicles and equipment.

Inspects the condition of emergency generators per routine schedule and as requested; performs repairs and routine service; monitors and ensures adequate supply of fuel is available for emergency generators.

Cleans, washes, and vacuums vehicles and participates in the maintenance and upkeep of an orderly Fleet Services facility.

Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all City employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive City image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city's obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Supervisory Responsibilities

This position has no supervisory responsibilities.

Pay and Bargaining Status

This is a non-exempt position pursuant to the Fair Labor Standards Act and is within the blue collar bargaining unit covered by the City of Tamarac and Federation of Public Employees (FPE) collective bargaining agreement. This position is paid on an hourly basis, issued bi-weekly, and subject to overtime pay in accordance with the terms of the current City of Tamarac and FPE collective bargaining agreement.

Minimum Qualifications

High school diploma or GED required; supplemented by three (3) years of experience as an automotive or heavy equipment journeyman mechanic; or an equivalent combination of education, certification, training and / or experience.

Required Certifications and Licenses

Must possess and maintain a valid State of Florida driver license and the ability to drive a city-owned vehicle per established policies, procedures, and safety guidelines; within six months of hire, must acquire a Class B Commercial Driver License (CDL).

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Possess or obtain within twelve (12) months of hire, two (2) Automotive Service Excellence (ASE) certifications.

PREFERRED QUALIFICATIONS

Certification by the National Institute of Automotive Service Excellence in a minimum of three (3) areas of the automotive or medium / heavy truck series is preferred.
