Description
Highly responsible administrative work in directing, coordinating and overseeing all phases of the Human Resources Department, to include, but not limited to : labor relations, employee relations, benefits administration, wage and salary, job classification systems, recruitment, staff development / training, risk management and regulatory compliance.
Examples of Duties
Supervision / Departmental Management
Develops, plans and accomplishes departmental goals and objectives; recommends and administers policies and procedures in accordance with established citywide vision and goals.
Develops, plans and schedules for meeting long-range department goals and service levels.
Provides direction and leadership for the assigned components of the City's safety program.
Attends and participates in a variety of boards and committees and professional organizations.
Effectively handles employee problems, selects new employees; trains and evaluates subordinates; and approves transfers / promotions disciplinary actions and discharges. Provides leadership example for staff with regard to customer interactions, budget maintenance, work ethics, report preparation, etc.
Attends or provides for a departmental representative for several internal committees, to include; Safety Committee, Employee Communications Network, Weekly Staff Meetings, Distinguished Employee Award Committee, Benefits Committee, Civil Service Board Meetings, Board of Commissioners Meetings (as required), Newsletter Committee, and all other assigned committees.
Staff Development / Training
Develops, implements and monitors progress of a High Performance Organization (HPO) model.
Responsible for keeping abreast of current developments in training methods and curriculum for municipalities and tailoring current City training systems in accordance with proven methods and identified citywide training goals. Develops and implements new hire orientation program(s) and monitors program for effectiveness on an annual basis.
Labor Relations
Responsible for contract administration, grievance processing and collective bargaining. Attends routine meetings with represented employees; communicates city policy to employees and union representatives; advises management on labor relations issues; serves as liaison with City labor attorney.
Benefits Administration
Oversees insurance / risk management programs for workers compensation, health, dental, life and other ancillary coverages.
Ensures that cost effective and comprehensive plans are explored and provided to review committee and / or supervisor(s) for consideration in purchasing insurance coverages and established purchasing procedures are followed.
Directs and oversees mechanisms to disseminate information of employee coverage changes to affected staff members.
Attends and is an active member of the General Employee Pension Board.
Job Classifications / Wage & Salary
Initiates periodic compensation and job classification reviews.

Recruitment
Oversees the recruitment process for City staff positions in accordance with established Rules and Regulations.
Responsible for exploring most cost effective means of advertisement which
attracts a pool of qualified applicants for City positions.
Ensures that all applicants receive fair and consistent consideration in accordance with all
local, state and federal regulations, e.g., EEO, Affirmative Action, ADA, etc.
Develops and oversees process for screening applicants thoroughly for background information and job skills.
Employee Relations
Oversees the development and dissemination of personnel policies and procedures and other related rules and regulations.
Responsible for ensuring that all policies / procedures and rules / regulations are administered in a fair and consistent manner and as directed by supervisor; included but not limited to regulations affecting human resources : FMLA, FLSA, COBRA, EEO, ADA, HIPPA, AA, workers' compensation laws, risk management laws, OSHA, NLRA, ADEA, ERISA, Unemployment, etc.
Keeps abreast of current information on human resources related regulatory and industry changes.
Coordinates dissemination of necessary information regarding human resources related information to appropriate supervisory staff.
Performs employee and management counseling in accordance with established rules and regulations and direction from supervisor; conducts disciplinary reviews and recommends and / or implements appropriate courses of action.
- Oversees special employee events, employee recognition and communication programs (newsletter and other internal communications mechanisms);
Customer Relations
Administers through subordinate personnel, such functions as public safety, health, and welfare.
Ensures that all employees are cognizant of creating good public relations in the performance of their duties.
Responds to citizen inquiries and complaints in a timely and courteous manner.
Confers with the customers to work out special problems and to address specific concerns.
Coordinates programs with other city departments and governmental agencies.
Typical Qualifications
LICENSURE
Valid Florida Drivers' License
EDUCATION
Minimum education requirement : Bachelor's degree in human resources, business or a related field.
Preferred education : Master's degree in human resources, business or a related field.
EXPERIENCE
Minimum experience / management requirement : Five years executive level management experience in human resources.
Preferred experience level : Experience in the public sector, High Performance Organizations.
Combination of training and experience may be substituted for required education, experience and / or management experience.
