What are the responsibilities and job description for the Engineering Inspector position at City of Tavares?

The Engineering Inspector is responsible for the inspection of Public Works construction, including work performed by private contractors and utility companies within right-of-ways and easements. Incumbents in this position are also responsible for overseeing a wide variety of private site development work permitted through the City. The work is performed under the general supervision of the Streets Manager with independent judgment used to determine work methods and procedures and review through reports, observation, and periodic discussions.

The employee must also be fully aware of the public relations aspects of duty assignments and shall be capable of dealing with outside contractors and customers on a firm and positive basis. The employee must be capable of keeping and maintaining logs, diaries, and writing construction reports as may be necessary. The Engineering Inspector exercise considerable discretion for independent decisions based on technical or professional.

ESSENTIAL JOB FUNCTIONS:

1. Attends developer pre-construction conference and contributes with suggestions and recommendations for work scheduling, construction methods, traffic control;

2. Reviews, Inspects, and Issues Right of Way Utilization permits;

3. Performs complex and routine/standard inspections of private and public construction to evaluate if appropriate materials and construction processes are used; and that construction conforms to plans, specifications, and special provisions.

4. Reviews all street lighting plans to ensure compliance with city's codes and ordinances;

5. Participate in the negotiation, development, planning, design, and implementation of related City Public Works Capital Improvement Projects as well as capital improvements to existing infrastructure;

6. Performs public relations functions between the City, community and various civic agencies and groups;

7. Performs the inspection of our maintenance and rehabilitation contracts citywide to ensure compliance with contract documents, approved specifications, and applicable regulations;

8. Monitor the contractor's on-site construction activities, personnel, and equipment, and inspect materials to verify compliance with the contract documents;

9. Perform sampling and testing, and prepare documentation including measured quantities of component materials and completed work in accordance with the construction contract documents, such as the specifications, construction standard drawings, shop drawings, construction plans, and notes;

10. Maintain detailed records of the contractor's daily operations and events that affect the work and monitor and inspect contractor's work zone temporary traffic control zone and SWPPP;

11. Participates in the development and implementation of City-Wide special events.

12. Assist other Divisions as necessary.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES:

1. Ability to establish and maintain a professional effective working relationship with departmental personnel, all levels of employees, City officials, other government agencies, and the general public;

2. Knowledge of surveying, GPS, and GIS technology and terminology.

3. Proficient knowledge of computers and Microsoft software applications (Excel, Word, Access, PowerPoint, Outlook, ability to operate all level of office equipment including FAX machine, copy machine, camera, telephone, and radios;

4. Thorough knowledge of the principles and practices of geotechnical engineering, to include soil testing procedures, interpreting density reports, subgrade testing, and testing for wearing surface thickness in accordance with applicable FDOT, AASHTO, or ASTM standards;

5. Provide periodic field reviews of maintenance of traffic (MOT) setups;

6. Knowledge of the basic principles of ArcMap or similar Geographic Information System (GIS) software;

7. Knowledge of the principles and practices of civil engineering, especially in the field of construction, street construction, and related maintenance

8. Work effectively under pressure, deadlines, and may be subject to constant interruptions;

9. Communicate clearly, concisely, and effectively, both verbally and in writing;

10. Proficient knowledge of the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction and FDOT Roadway and Traffic Design Standards.

EDUCATION AND EXPERIENCE:

1. High school diploma or possession of an acceptable equivalency diploma, supplemented by advanced course work in Construction Management or a related field;

2. Associate’s in Art’s or Science Degree in a Construction related field or (equivalent 60 credit hours);

3. Two (2) years’ progressively responsible for roadway maintenance/or construction inspection experience.

(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

1. Possession of a Class “E” Driver’s License;

2. Incumbents of this position are required to obtain the following FDOT Construction Training Qualifications; CTQP Asphalt Paving Inspection- Level I, CTQP Concrete Field Inspector – Level I, CTQP Earthwork Construction Inspector - Level I within (12) months of employment;

3. Incumbents of this position are required to obtain Advance Maintenance of Traffic Certification;

4. Incumbents of this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 60 days of employment.

ESSENTIAL PHYSICAL SKILLS:

Tasks involve the intermittent performance of physically demanding work, typically involving some combination of climbing ladders, reaching, bending, kneeling, crouching, standing and making continuous hand/arm movements. Sufficient vision and hearing to safely and accurately perform essential functions (with or without correction) are required. Works at heights (up to 60 feet). May work in strong odors. May also require lifting, carrying, pushing or pulling of objects and materials weighting (20-50lbs). Must be available to work night, weekend and holiday shifts. On night, weekend or holiday shifts as assigned may be required to work alone. On such assignments, within established policies and procedures, incumbents of this class are expected to work with considerable initiative and independent judgment in identifying and taking corrective action on the more routine problems.

ENVIRONMENTAL CONDITIONS:

Works inside and outside with exposure to extreme weather conditions such as heat, sun, cold, wind, rain, storms, etc. Exposure to mosquitoes, flies, bees and other pests is also common. Exposure to normal traffic hazards. Occasional exposure to fumes from automotive exhaust, paints, chemicals, pesticides, and fertilizers.
