BRIEF DESCRIPTION OF THE JOB:
Operates the city’s library efficiently and ensures the library meets the needs of the community. Involves providing assistance to patrons as well as promoting the library and managing its operations, including acquisition, circulation, technology, and reference functions.
ORGANIZATIONAL RELATIONSHIPS:
- Reports to City Manager or designee.
- Directs Librarians, Library Aides and other library staff.
- Works closely with other city officials; local schools and colleges, organizations, the media; book vendors; Library Board of Directors; Library Foundation, Friends of Library, CTLS libraries and other library systems; Texas State Library, Taylor CNET and the general public.
ESSENTIAL DUTIES: This is a description of the way this job is currently performed; there is potential for accommodation.
- Plans and oversees library services and operations, such as collection development, technology needs, future space utilization, inventory, and automation of services
- Reviews and selects adult’s and children’s books, publications, records, films, and other audiovisual materials for acquisition by, and removal from the library
- Supervises cataloging and processing of materials received and ensures proper placement in library
- Assists in preparation of, and maintains annual budget for, library operations, including both city and state funds, and grants
- Handles patron requests, suggestions, and complaints
- Frequently attends city meetings and makes presentations to city council as needed
- Writes, recommends, and/or implements library policies and procedures in keeping with desires of city administration and TSL requirements and recommendations
- Interviews, supervises, and trains library workers and volunteers in techniques, policies, and programs; approves time sheets and conducts regular performance evaluations
- Maintains reports, records, and statistics and provides city council with regular reports and statistics
- Oversees library Archives room including accessing and cataloging, research and care of fragile materials
- Oversees planning and implementation of a variety of special library programs throughout the year, including fund raising events
- Plans public relations promotions for the library throughout the year and prepares and oversees media releases on special library events and other newsworthy library items
- Makes public presentations about library services and performs other promotional activities
- Facilitates cooperative relationships with other libraries and state organizations including interlibrary loan and TexShare programs
- Participates in professional meetings and workshops to discuss library problems and keep up with current library trends
- Provides reference services (including telephone, e-mail, and mail reference) and researches subjects for library patrons and others
- Oversees the library web page for currency and accuracy
- Prepares annual Texas State Library Report and such other reports as are required
- Oversees upkeep of the library building
- Maintains inventory of and purchases furniture, supplies, and equipment as need arises
- Works the circulation desk and computer lab, assists patrons in checking out and returning materials, accepting fine payments, locating materials, etc.
- Balances receipts for fees and fines
- Performs such other duties as may be assigned
Qualifications
KNOWLEDGE AND ABILITIES:
Knowledge of:
- Library administration, organization, and operation, including budgeting and financing, municipal library operations
- Library reference systems.
Ability to:
- Use computer programs such as Microsoft Office and library software,
- Work well with adults and children,
- Motivate, supervise, and train employees,
- Speak and write effectively,
- Establish and maintain effective working relationships with organizations, public and private schools, Temple College at Taylor, employees, and the general public.
ACCEPTABLE EXPERIENCE AND TRAINING:
- MLS from an ALA accredited program
- Two years of experience in library operations, one of which included supervisory duties;
- Or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
CERTIFICATES/LICENSES REQUIRED:
- Texas Library Association and American Library Association membership recommended
