GENERAL PURPOSE

Work involves planning, organizing, and facilitating repairs and alterations to buildings, equipment, and facilities; the maintenance and repair of the facilities’ machinery, equipment, and electrical and mechanical systems, including evening and weekend emergency coverage twenty-four hours, seven days a week.

Works under the general supervision of the Parks Maintenance Supervisor and Parks Foreman(s).

SAFETY SENSITIVE DESIGNATION

This position is designed as a safety sensitive position and is subject to random drug screening. 


ESSENTIAL DUTIES AND RESPONSIBILITIES

Monitors contracts and general expenditures for compliance and control costs; performs quality control inspections to ensure adherence to contract specifications and industry standards.


Reviews, plans, and writes procedures for the maintenance program for each of the City facilities; maintains inventory and building equipment to ensure efficient and safe operations.


Reviews initial cost estimates; acquires bids for actual costs for work to be done.


Represents the primary point of contract in managing safe conditions of building facilities in the performance of routine maintenance and repair of plumbing systems, electrical systems, HVAC systems, painting, remodeling, structure, and moving office furniture (including records, desks, etc)


Monitors performance of heating, ventilation, and cooling (HVAC) systems for all City of Texarkana facilities; supervises standard repairs/replacements of components, as appropriate and non-technical maintenance tasks such as cleaning of heating and cooling fan coil units, and adjustment of system controls.


Manages the performance of contractual maintenance technicians for maintaining standards repairs to building electrical facilities, including brining up to standard code systems such as fixtures, switches, photo cells, outlets, additional circuits, etc


Manages the maintenance of emergency powered generators.


Coordinates facility ice and snow removal around facility perimeters.


Develops and implements systems and processes to establish and maintain records for the operations including up-to-date square footage.


Manages the performance of all security systems and operations pertaining to the security and safety of all City owned facilities; serves as immediate contract to outside security personnel and companies; responds appropriately to and assists emergency response personnel at any time when on duty or on call.


Monitors and supervises maintenance of plumbing systems to include standard repair of leaking fixtures, cleaning obstructed waste lines, installing water purifiers and hot water tanks, or performing non-technical modifications to plumbing and water supply systems.


Manages facility contracts for provisions submitted to Director for facility contracts and provisions of supplies and services.


Coordinates and manages activities involved in preventive, scheduled, emergency maintenance, cleaning, repair, and renovation of facilities, mechanical systems, and electrical systems.


Coordinates and supervises the maintenance of the fire suppression systems including all aspects (fire panel, smoke detectors, extinguishers, etc.).


Supervises and schedules the carpentry maintenance tasks including routine sheetrock/drywall installation and/or repair, window replacements, cabinet and countertop replacement, painting and texturing, and door and hardware installation; paints interior and exterior finishes as appropriate.


Receives and/or reviews various records and reports such as billing invoices.


Operates a variety of equipment and machinery such as light equipment, trucks, cars, various hand tools, HVAC systems, etc.


Uses a variety of tools such as mechanic tools, diagnostic instruments, carpenter’s tools, custodial and floor care tools, personal protective equipment, etc.; a variety of supplies such as clerical supplies, custodial and cleaning supplies, replacement parts, maintenance forms, computer supplies, building and hardware supplies, etc.; and a variety of computer software such as Microsoft Office, Microsoft Excel, etc.


PERIPHERAL DUTIES

Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, entering and retrieving computer data, etc.


Performs related duties as assigned by the Parks Maintenance Supervisor and Parks Foreman(s).MINIMUM DESIRED QUALIFICATIONS
Education and Experience:
  1. Graduation from high school or GED equivalent.  An Associate’s degree or vocational diploma with emphasis in facility management, or a closely related field is preferred.
  2. Considerable experience in building maintenance and operations work, preferred.
  3. Some supervisory experience preferred.
  4. An equivalent combination of education and experience.
 
Necessary Knowledge, Skills, and Abilities:
(a)       Thorough knowledge of modern electric heating, air conditioning, and ventilating systems and equipment.
(b)       Thorough knowledge of methods, practices, tools, and materials used in building construction, maintenance, alterations, and repair work.
(c)        Considerable knowledge of methods, tools, and materials used in cleaning and maintaining buildings and grounds.
(d)       Ability to establish and maintain effective working relationships with supervisors, peers, subordinates, and the general public.  
(e)       Skill in the operation of listed tools and equipment.
(f)        Ability to use equipment and tools properly and safely.
(g)       Ability to understand, follow, and transmit written and oral instructions.
(h)       Ability to work independently and to complete daily activities according to work schedule; ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions.
 
SPECIAL REQUIREMENTS
A valid State Class B CDL driver’s license or the ability to obtain one within three (3) months of employment.
  
TOOLS AND EQUIPMENT
Pick-up truck; electric motors, pumps, sprinklers, irrigation systems; miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, electrical; floor buffers, steam cleaners, carpet cleaners, washers, 
vacuum, mops, brooms, dusting equipment, etc.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions.  The employee frequently works in high, precarious places, and is frequently exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, and vibrations.  The employee is occasionally exposed to risk of electrical shock.


The noise level in the work environment is moderately quiet in the office and moderately loud in the field.
