GENERAL PURPOSE
Provides strategic leadership and operational oversight of the Public Works Department's street infrastructure, building maintenance, traffic control systems, and related maintenance operations. Directs and coordinates the activities of the Street Division, Building Maintenance Division, and Sign and Signal Division to ensure efficient delivery of public works services to the community.

Provides general supervision to the Street Superintendent, Building Maintenance Supervisor, and Sign and Signal Manager. Provides indirect supervision to all street maintenance, building maintenance, drainage infrastructure, traffic signal, and sign personnel through subordinate supervisors.
SAFETY SENSITIVE DESIGNATION
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develops and implements strategic operational plans for the Street, Building Maintenance, and Sign/Signal divisions, ensuring alignment with department goals and city objectives.
Oversees the planning, scheduling, and execution of major infrastructure and facility maintenance projects, including street repairs, building systems maintenance, drainage system maintenance, and traffic control system installations.
Coordinates cross-divisional projects and resources between Street, Building Maintenance, and Sign/Signal divisions to maximize efficiency and effectiveness of operations.
Reviews and approves work plans, project schedules, and resource allocations proposed by division superintendents and managers.
Develops and maintains department-wide safety programs and ensures compliance with all relevant safety regulations and standards.
Prepares and manages operational budgets for all divisions, including monitoring expenditures, forecasting needs, and implementing cost-control measures.
Evaluates and approves equipment and material purchases for all divisions, ensuring standardization and cost-effectiveness.
Establishes performance metrics and quality standards for infrastructure maintenance, building maintenance, and traffic control operations.
Reviews and responds to complex citizen complaints and coordinates with other city departments to resolve issues.
Ensures compliance with building codes, ADA requirements, MUTCD standards, and other relevant regulations across all operations.
Develops and implements emergency response procedures for weather events, facility emergencies, traffic incidents, and other public works emergencies.
Represents the Public Works Department in meetings with other city departments, contractors, and community organizations.
Reviews and approves maintenance plans for city facilities and infrastructure projects.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(a) Bachelor's degree in Civil Engineering, Construction Management, Facility Management, Public Administration, or related field
(b) Ten (10) years of progressively responsible experience in public works operations, with at least five (5) years in a supervisory capacity
(c) Experience in street maintenance, building maintenance, and traffic control operations preferred
Necessary Knowledge, Skills, and Abilities:
(a) Comprehensive knowledge of public works operations, including street maintenance, building systems, drainage systems, and traffic control systems
(b) Strong understanding of project management principles and practices
(c) Proficient in budget development and management
(d) Knowledge of applicable federal, state, and local laws and regulations, including building codes
(e) Advanced skills in personnel management and leadership
(f) Excellent written and verbal communication skills
(g) Proficiency with computer systems including GIS, CMMS, project management software, and Microsoft Office suite
(h) Strong analytical and problem-solving abilities
