Specific Pay Ranges:
Traffic Operations Technician I: $28.27 - $37.31/hr
Traffic Operations Technician II: $30.25/hr - $39.93/hr
Traffic Operations Technician III: $35.83 - $47.29/hr 

Job Summary:
Under specified supervision, performs functions related to the installation, maintenance and repair of traffic signals, signs, pavement markings, street lights, and other traffic control devices including, but not limited to, speed monitoring signs, flashing lights and signs, internally lit signs, and other traffic control devices. 
 
Positions in this class are flexibly staffed and are normally filled internally by advancement from level I to levels II and III or, when filled from the outside, require previous directly related experience. Level and starting salary will depend upon the successful candidate's education, knowledge, training, experience, and certifications.
 
Traffic Operations Technician I:
Under immediate supervision, this is the entry-level in the Traffic Operations Technician series.  Incumbents in this class typically have limited work experience.  Generally, work is observed and reviewed both during performance and upon completion.
 
Traffic Operations Technician II:
Under general supervision, this is an intermediate-level class in the Traffic Operations Technician series.  The classification is distinguished from the Traffic Operations Technician I class by having three years' increasingly responsible work experience in the performance of traffic operations functions.  Incumbents assigned to this class are expected to be fully proficient in the operation of all equipment within the Division, have the required certifications, and perform the full range of work assigned to this class with considerable independence and initiative.
 
Traffic Operations Technician III:
Under direction, this is the journey-level class in the Traffic Operations Technician series.  The classification is distinguished from the Traffic Operations Technician II class by having six years' increasingly responsible work experience in the performance of traffic operations functions.  Incumbents assigned to this class are expected to perform lead worker duties, be fully proficient and efficient in the operation and use of all equipment within the Division, have the required certifications, and perform the full range of work assigned to this class with considerable independence and initiative.  May train less experienced technicians and exercise functional supervision.

Installs, maintains, and repairs traffic signals, traffic signal poles, traffic cabinets, and speed monitoring signs and flashers.
 
Installs, repairs, and maintains street lights; fabricates, installs, and repairs traffic control signs, reflective markers, and barricades.
 
Fabricates specialty signs.  
 
Installs sign posts.
 
Responds to and installs devices for incident management.  Assists in planned and unplanned incidents including:  flagging traffic, road closures, diversions, and routing and directing traffic. 
 
Assists in traffic counts and traffic studies.
 
Maintains appropriate inventory of pre-made signs; maintains sign fabricating equipment and materials, and repairs and maintains lighted street name signs.
 
Lays out, paints, tapes and maintains pavement markings; paints City parking lots.
 
Recommends items for purchase and completes accurate daily reports of work performed.

Operates various equipment and power tools including: flatbed truck, aerial bucket and platform trucks, paint striper, pavement grinder, air compressor, power washer, spray gun, sand blaster, torch, concrete saw, jack hammers, drill and hand tools. 

Participates as part of a rotating team to respond using a 24-hour on-call status for traffic-related issues and emergency situations.  May be required to work overtime, holidays, and during weather-related emergencies.
 
Responds to questions and concerns from the general public by providing appropriate information.
 
May lead or assist in a variety of traffic control device repairs, maintenance and installations.
 
Performs other duties as assigned.
Education/Experience:
High school diploma or GED required for all levels.
 
Traffic Operations Technician I:
One year of general maintenance experience.  Equivalent combinations of education and experience may be considered.
 
Traffic Operations Technician II:
Three years' experience in the installation, maintenance and repair of traffic signals, signs, pavement markings, street lights, and other traffic control devices including, but not limited to, speed monitoring signs, flashing lights and signs, internally lit signs, and other traffic control devices.
 
Traffic Operations Technician III:
Six years' experience in the installation, maintenance and repair of traffic signals, signs, pavement markings, street lights, and other traffic control devices including, but not limited to, speed monitoring signs, flashing lights and signs, internally lit signs, and other traffic control devices.

Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record. 
 
Traffic Operations Technician I:
IMSA Signs and Markings I certification or an IMSA Level I Traffic Signal certification within one year of employment.
 
Traffic Operations Technician II:
IMSA Signs and Markings II certification or an IMSA Level II (field or bench) Traffic Signal Certification.  Must be able to obtain the Level I IMSA certification of the opposite category (Traffic Signal or Signs and Markings) within 12 months of hire.
 
Traffic Operations Technician III:
IMSA Signs and Markings III certification or IMSA Level III (field) Traffic Signal certification. Must be able to obtain the Level II IMSA certification of the opposite category (Traffic Signal or Signs and Markings) within 12 months of hire. Traffic Signal Inspector certification and Roadway Lighting Level I certification desired.

KNOWLEDGE, SKILLS AND ABILITIES:
 
Traffic Operations Technician I:
Knowledge of the policies, procedures and goals of the City of Thornton, the department and division.
Knowledge of the safe and proper use of equipment, machinery, tools and vehicles.
Ability to follow instructions given verbally or in writing.
Ability to consistently follow safety instructions.
Ability to listen well and communicate effectively orally and in writing with various audiences.
Ability to establish and maintain effective working relationships with other City employees and the general public.
Ability to use standard office equipment, personal computer and job-related computer applications including electronic mail, spreadsheets, and central traffic signal software.
 
Traffic Operations Technician II:
In addition to previous requirements:
Knowledge of the basic principles of traffic signal, sign and street light installation repair and maintenance.
Knowledge of safe and proper work zone setup requirements.
Knowledge of the hazards of assigned work and the proper safety precautions to be taken.
Knowledge of purchasing card requirements and processing.
Knowledge of the City's street network.
Skill in repairing or replacing electronic traffic control devices.
Skill in the operation of a two-way radio.
Skill in the safe and proper use of tools and equipment used within the division.
Ability to apply appropriate judgment when working with electricity in varying environmental conditions.
 
Traffic Operations Technician III:
In addition to previous requirements:
Knowledge of applicable federal, state, and local laws, codes, and regulations relating to traffic operations.
Knowledge of Manual on Uniform Traffic Control Devices, Model Traffic Code, and applicable Thornton Standards and Specifications.
Knowledge of the use and purpose of traffic control tools and equipment.
Knowledge of the proper and effective use of traffic control signs, barrels, barricades, and cones.
Knowledge of the basic principles of traffic engineering as related to traffic control.
Knowledge of purchasing methods, policies and procedures.
Knowledge of the City's traffic fiber network.
Knowledge of leadership principles.
Skill in applying the Manual on Uniform Traffic Control Devices to on-street situations.
Skill in quickly and efficiently performing complex traffic and electrical installation, replacement, and repairs to avoid traffic problems.
Skill in troubleshooting complex traffic signal, electronic traffic control devices, central traffic signal system communications, and street lighting issues.
Skill in applying the procurement procedures of the City.
Skill in programming traffic signal controllers, speed monitoring signs, school flashing lights and other devices.
Skill in applying leadership principles and leading crews.
Ability to use initiative and independent judgment as appropriate.
Ability to respond to and resolve issues and concerns from the community.
Ability to research, evaluate and use new methods and techniques for operational improvement.
Ability to establish priorities to meet deadlines.
Ability to prepare complete, concise documentation and reports.
Ability to program speed monitoring signs and flashing school lights.
Ability to establish and maintain effective working relationships with contractors, City employees and the general public.

PHYSICAL AND MENTAL REQUIREMENTS:

While performing the essential duties of this job, the employee is required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear and make repetitive motions. This position is mostly heavy work; exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. The employee is required to have close visual acuity. The employee is subject to both inside and outside conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions that affect the respiratory system of the skin.
