The City of Thousand Oaks has an excellent opportunity within the Community Development Department for the position of Community Development Technician I/II in the Building Division.
We seek a customer service-oriented individual with the skills and experience to handle challenges confidently and professionally. The Community Development Technician I/II will assist with the issuance of both paper and electronic building permits and provide information regarding City codes, policies, standards, and procedures.
The Community Development Technician I/II must demonstrate excellent customer service and communication skills, be self-motivated, and exercise discretion and independent judgment. The role requires maintaining a professional image in all interactions, whether in person, over the phone, online, or via email.
Primary responsibilities:
- Respond to inquiries in person at the public counter and electronically related to construction from homeowners, contractors, architects, engineers, etc.
- Assist customers in the process of preparing, submitting, and correcting building permit applications and construction documents
- Review building applications, plans, and related materials required for permit issuance or plan check submittal
- Coordinate with building inspection and plan check personnel to ensure the efficient issuance of permits and records.
- Calculate and collect applications, plan check and permit fees, and establish valuations

The ideal candidate should possess:
- ICC Permit Technician Certified is preferred
- Excellent interpersonal and customer service skills to interface with the public and colleagues
- Excellent organizational skills and ability to multi-task
- Basic knowledge of the permitting process for construction
- Basic ability to read construction drawings
- Attentiveness to detail and accuracy
- Experience with Microsoft Windows and Office suites, particularly Word, Excel, queue systems, permit systems and electronic plan review systems such as Tyler Energov
- Works well in a team environment
- Collaborates with others to improve processes and procedures while maintaining consistency
- Involves other divisions and outside agencies for overall process improvement
- A minimum of a High School Diploma or equivalent, a college degree is preferred
- CD Tech I: One year of technical experience
- CD Tech II: Two years of responsible paraprofessional experience
- A valid Class C California driver’s license
