Description

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director.

Primary Responsibilities:

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide.

  • Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.
  • Promote innovative practices which are economically, socially, and environmentally sustainable.
  • Plan, develop and manage activities for electric vehicle support within the City.
  • Lead implementation of City’s climate action plan including tracking, monitoring and reporting of performance metrics and greenhouse gas inventory.
  • Develop and implement methods and procedures to monitor projects, research strategies, analyze findings, create progress reports, and inform leadership and partners of status to ensure effective collaboration.
  • Promote, gather and communicate sustainability resources and the City’s sustainability efforts within the community.
  • Facilitate community engagement, education, and partnerships, and foster productive relationships to advance sustainability goals.
  • Plan, develop and manage programs for energy conservation and efficiency, clean/renewable energy, and distributed energy resources.
  • Plan, develop and manage activities for a variety of water conservation and efficiency projects, and drought contingency.
  • Plan, develop and manage programs for waste management and waste reduction including organic waste, food recovery and distribution, recycling, and household hazardous waste.
  • Manage the preparation of plans, studies and reports relating to current and long-range City sustainability and resource conservation.
  • Develop, review, analyze and evaluate proposals to determine best value.
  • Select, mentor and supervise staff to deliver optimum services. Provide regular and supportive feedback to staff to assist in their development.
  • Coordinate and drive working relationships with key internal and external partners to achieve collaboration and results.
  • Develop and implement key performance indicators and metrics to measure operational effectiveness, identify areas of success and areas for improvement.
  • Evaluate external sustainability developments, advancements and opportunities to improve customer/user satisfaction, and enhance City’s sustainability program.
  • Perform other duties as required.

  • Concepts, theories, principles, and best practices in the areas of climate action, clean energy, energy use, water use, recycling, organic/food waste, waste management and electric vehicles.
  • Program and Project Management Principals and Methodologies
  • Modern methods, technology, tools, equipment, materials, and work practices related to sustainability activities.
  • Principles and practices of management, supervision, training, and performance evaluation.
  • Methods and techniques of contract negotiations and administration.
  • Principles and practices related to environmental/sustainability activities.
  • Principles and practices of program development and administration.
  • Mathematical, technical principles, and data analysis as applied to sustainability activities.
  • Principles and practices of public relations.
  • Principles and practices of municipal budget preparation and administration.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Funding mechanisms including grants, rebates, and incentives for sustainability applications.

The ideal candidate should have the ability to:

  • Provide complex managerial support in directing a comprehensive public works program including climate action, clean energy, energy use, water use, recycling, organic/food waste, waste management and electric vehicles.
  • Develop and administer departmental goals, objectives, and procedures.
  • Exercise sound, expert independent judgment within general policy guidelines.
  • Analyze and assess programs, policies, and operational needs and make appropriate adjustments.
  • Present proposals and recommendations clearly and logically in reports and in public meetings.
  • Communicate clearly and concisely, both orally and in writing.
  • Identify and respond to sensitive community and organizational issues, concerns, and needs.
  • Plan, organize, direct, and coordinate the work of lower-level staff.
  • Delegate authority and responsibility.
  • Select, supervise, train, develop, and evaluate staff.
  • Perform complex analysis and research, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Negotiate and administer various contracts and agreements.
  • Prepare and administer large and complex budgets.
  • Prepare clear, concise, and comprehensive administrative and technical reports.
  • Read, analyze and interpret complex data, information, and documents.
  • Work on multiple, concurrent projects with strict deadlines and with frequent interruptions.
  • Utilize standard office equipment including computers and related software applications.
  • Understand, interpret, explain and apply applicable federal, state and local policies, laws and regulations.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Respond and perform assigned duties in the event of a City- declared emergency.

Education:

Bachelor’s Degree from an accredited college or university with major course work in science, engineering, environmental science/studies, sustainability, or business management.

Experience:

Eight or more years of progressively responsible related work experience which includes two years in a management and administrative capacity.

Licenses; Certificates; Special Requirements:

  • A valid Class C California driver’s license is required.
  • Possession of Engineering License, LEED Green Building or similar Credentials highly desirable.
  • Knowledge and experience with electrical engineering, electric vehicle infrastructure and solar/pv projects highly desirable.

Pay: $124,577.02 - $186,865.53 per year
