The 
City of Torrance is recruiting for an Account Clerk to be part of the Finance Department Team!

The Department
The Finance Department is a dynamic organization whose mission is to protect the City’s assets while providing and supporting the Torrance community with sound financial advice in a timely, cost effective and professional manner. Managing the department’s $4.8 million budget and day to day operations is skillfully executed by 44 staff members. The Finance Director assists the City Manager in the operation and capital improvement budgets, serves as advisor to the Land Management Team and Investment Committee, presents to the City Council an annual audited statement of the City’s financial condition prepared in accordance with governmental reporting standards promulgated by the Governmental Accounting Standards Board (GASB).

The Position
The Finance Department is recruiting a detail oriented team player, with a positive attitude, who thrives in a fast paced customer service driven environment. Account Clerks interact with the public over the phone and at the service counter; interact with internal staff regularly; accept cash, checks and credit card payments for the City; receive receipts for money paid over the counter; makes deposits into the City bank account; initiates outbound wires; process payments; track incoming bank wires for reconciliation; and perform accounting clerical work in connection with the maintenance and review of financial or statistical records. 
 
Account Clerks also prepare or check invoices, time records, and similar fiscal documents; make arithmetical calculations and checks various statistical or accounting tables and reports; and assist in preparing and entering data for accounting statistical reports, payrolls and schedules. Performs related duties as required, which also includes assisting in the preparation of monthly investment reports.

Any combination of education and experience that provides the knowledge and abilities required is qualifying. A typical way to obtain the knowledge and abilities would be:
 
High school graduation or equivalent, preferably including or supplemented by courses in accounting or financial record keeping and two years of experience in one or more of the following areas: accounts payable, accounts receivable, payroll, trial balance, journal voucher preparation, ledger control.
Or
An Associate's degree, preferably including or supplemented by courses in accounting or financial record keeping and 1 year of experience in one or more of the following areas: accounts payable, accounts receivable, payroll, trial balance, journal voucher preparation, ledger control.
Or
A Bachelor's degree in Accounting or Finance.


Ideal Candidate
In addition to the minimum qualifications, the ideal candidate will possess the following:
  • Strong ethics and accountability to perform operations according to established procedures;
  • Track record of working in fast paced environments and working in teams;
  • Strong willingness to pay attention to details;
  • Enjoy working closely with the public on a daily basis;
  • Have excellent oral, written and interpersonal communication skills;
  • Is able to handle cash and perform cashier duties including performing checks and balances;
  • Is able to make arithmetic calculations quickly and accurately;
  • Have the ability to operate a computer and enter data quickly and accurately; and
  • Is flexible and able to handle multiple functions and tasks;
