The Community Services Department offers Torrance residents the unique opportunity to help achieve a sense of purpose, identity, self-worth and improved self-esteem within the specialized areas of Cultural Arts, Library, Parks and Recreation.
The Mission of the Recreation Division's Early Childhood Education program is to encourage and educate all children ages 3 years old to 5 years old by providing a safe and nurturing, developmentally appropriate environment where they can prepare for elementary school.
The Position
The City of Torrance Community Services Department is seeking a highly organized and dynamic individual to join our team as a Program Specialist. This position involves planning, organizing, and implementing program activities within our Community Services Department. The ideal candidate will possess strong leadership skills, excellent project management abilities, and a passion for delivering exceptional customer service.
The current Program Specialist position is in our Early Childhood Education (ECE) Program. This dynamic role requires an individual who is deeply committed to the growth and development of young children and possesses both educational acumen and practical leadership skills. This position requires the understanding of child development principles and theories to assist in developing curriculum and activities for the participants in the program.

Note: This is a recurrent, part-time, non-civil service, as needed position. Hours are program based, approximately 18-20 hours per week.

Ideal Candidate
In addition to the minimum qualifications, the ideal candidate will possess:
- Knowledge of ages and stages of development;
- Enforce program policies, procedures, rules and regulations;
- Follow written and oral instructions as well as communicate effectively both orally and in writing;
- Establish and maintain effective working relationships with the public and with other personnel;
- Possession of a valid California Class C Driver's License;
- Must be willing to obtain CPR and First Aid Certifications within 3 months of employment.
